At the beginning of this century, the music education reform in elementary schools achieved fruitful results under the guidance of "music course standard of the full-time compulsory education (experiment draft)" (hereinafter referred to as "curriculum"), which was promulgated by the ministry of education in 2001. During the decade of music course reforming, the "curriculum" withstands the test of practice and gains good affirmation. In order to furtherly improve and perfect the "curriculum", the education department issued the new "music course standard of the full-time compulsory education" (hereinafter referred to as "new curriculum standard") in 2011, which has brought changes for the music education in the elementary school. However, there are difficulties and problems in the process of implementing the "new curriculum standard" the music education in the elementary school of rural areas is still our country’s weak link. Based on the above-mentioned, the paper puts the rural primary schools in You Yang of Chongqing as the research objects and carries out an in-depth investigation through literature analysis, questionnaire, interview, analysis method and statistical method etc. On the basis of the investigation, the paper tries to follow the implementation of "new curriculum standard" in the primary school of You Yang’s rural area, find out problems and analyze causes, moreover, it puts forward reasonable suggestions to realize the balanced development of urban and rural primary schools in Chongqing and even the whole nation and contribute a lot for the smooth reform about music education in rural primary school according to the present situation of the rural primary schools.This research mainly divids into four parts:first of all, the paper introduces the research reason, the significance of the research, the research object, method and content. Second, the paper gives a brief introduction to the research overview of the "new curriculum standard". From the theoretical angle based on the foundation of a large number of literature and related books the author makes comparative study of "new curriculum" and the "curriculum standard". Then, the authors gives a study results on the music education situation of rural primary school under the implementation of the "new curriculum standard" in You Yang of Chongqing. Finally, combined with facts the last two parts of the paper raise some suggestions for the problems in music education of rural primary schools under the implementation of the "new curriculum standard" in order to provide reference for the implementation of the "new curriculum standard" in rural primary schools even for national music education...
