China has entered the aging stage of rapid development, population aging and older people’s health will inevitably become an issue of social concern. "People’s Republic of China elderly Protection Act" expressly provides that "all levels of government care for the elderly should develop policies that improve the relevant system of care for the elderly, the elderly and gradually improve the quality of life and physical and mental health, to achieve: security for the elderly medical care, worthiness, study, happiness. Focus on the elderly, elderly health care is one of the responsibilities of the whole society. Urban communities are the main living after retirement of older, living environment. Relying on the community to vigorously develop the cause of the elderly, community unit organizational culture and recreational activities, physical and mental health for the elderly has important practical significance, and will also be one of the next important social goals.In this paper, the status quo of the elderly in community health approach as a starting point for social survey method as the basic means of Shijiazhuang City, six administrative regions(Yu hua District, Chang’an District, east zone, west zone, Xin hua District, High-tech Zone) drawn up representative of 12 residential communities(shang dong oasis, Hai tian community, Yu tong community, Tan gu community, Xiu men Street community, TA tancommunity,You yi community, and Xi san jiao community, Xin hua Road community, Xi yuan district, Zhu feng guo ji gadern, Ou lu yuan) for investigation, randomized 600 elderly people conducted a survey to understand the status of the elderly in Shijiazhuang, the fitness mode. The results showed that: residential communities exercise venues, facilities inadequate, small space; some community management agency in name only, the lack of social guidance of professionals; lack of psychological counseling in the community, the lack of expertise lectures hindering older scientific and rational conduct the most important factor in fitness activities.Based on the findings of the analysis, based on the status and needs of the elderly in Shijiazhuang community health approach to the development of community mental health of older persons for the purpose of using the Delphi method(integration through three rounds of the relevant expert opinion) completed Shijiazhuang Study Design community elderly health development programs. Structural elements of the program by the guiding ideology, regulatory agencies, environmental health, fitness level indicators project of four parts, and then differentiate into secondary indicators, three indicators to facilitate the smooth development of Shijiazhuang City, the elderly health fitness activities.Research purpose and significance of the program, on the one hand to draw the relevant government departments should focus on the health of the elderly living in the community from the start of life, improve the management and infrastructure construction, called for the whole society to care, care for the elderly. On the other hand in the form of advantage by conducting projects to improve the health of the elderly as the goal, to provide reference and guidance for the scientific community to carry out the elderly health fitness activities. Older urban communities to promote fitness activities carried out by the spontaneous, random development into organized, orderly conduct further into a community-based elderly fitness activities can rely on the development of the center.
