Vocational education is an important part of our education system, the development of vocational education is closely related to the economic development, social progress and labor employment. The key to the development of vocational education is to improve the level of professionalism and the ability of teachers to make the secondary vocational school teachers both have professional theoretical knowledge, but also have a high level of professional skills, and constantly improve the number of "Double Type teachers" proportion. Besides,we should develop a technical skilled talents in production, service, technology and management of the first line of work to meet the demands of social and economic development for skilled talents. This requires that our country should strictly implement the teacher qualification system, improve the legal aspects of teacher qualifications, strict vocational teacher qualification standards, norms of teachers’ qualification procedures, so that provide guarantee conditions for the implementation of teacher qualification system, continue to strengthen vocational teachers’ professional construction.This paper first discusses the background, purpose and significance of the research, then carried out the definition of related concepts,summarized the actuality research of domestic and international on teacher qualification system, and analyzed the historical evolution of teacher qualification system. On the basis of theoretical analysis,the author conducted a questionnaire survey based on eight city secondary vocational schools and two county vocational education centers of Hebei. It seeks to give a comprehensive status analysis of the implementation of teacher qualification system. And the results of investigations carried out the classified statistical analysis situation of 469 teachers,the comparative analysis of the city secondary vocational schools and county-level vocational education centers, the classified statistical analysis of part-time teachers,and the comparative analysis of cultural courses and specialized courses teachers.It is concluded the overall implementation situation of secondary vocational teachers’ qualification system in Hebei province,and it provides the reality basis to the research of secondary vocational teachers’ qualification system. According to the results of investigation and the current research on teacher qualification system,this paper analyzes some problems existing in current secondary vocational teachers’ qualification system,which include the standards of teacher’s qualification, the qualification of teachers, the teacher qualification regular registration system,the security conditions of the teacher qualification system and improve the level of urban and rural teachers.The rest of this article analyses the foreign teachers’ qualification system,which mainly from three aspects,include the teachers’ qualification standards, teachers’ qualification, and teachers’ pre-service training and in-service training.It provides certain reference for the teacher qualification system in our country. Aiming at the existing problems of secondary vocational teachers’ qualification system and the reference of foreign outstanding experience, this paper puts forward the corresponding countermeasures about perfecting the teachers qualification standards, improving the teachers’ qualification system,improving security conditions in vocational teacher qualification system and coordinating the secondary vocational teachers’ teaching level in urban and rural.
