In today’s world, the scale and the use of talents has become an important embodiment of the competitiveness of a country and the area and the comprehensive strength of the important content of the competition, the introduction of high-level talents has become a regional competition. Inner Mongolia is one of the China five autonomous regions of ethnic minorities, in recent years in the areas of economic and social development is swift and violent development, GDP growth has been come out in front in the face of sluggish economic growth last year, the reality of the situation, lack of market development, GDP has increased, the growth rate of nearly eight percentage points, reaching a total of $1.77 element, itcannot do without strong support of high level talents,thanks to the vigorous implementation of Inner Mongolia talent introduction policy. Based in Inner Mongolia autonomous region development direction is clear, according to the development of the times and the needs of area of Inner Mongolia of high level talents, establish long-term planning, established the strategic basis for the introduction of high-level personnel of the autonomous region. However, existing in the current economic and social development of Inner Mongolia’s innovation ability is not strong, extensive mode of resource utilization, industrial development is not sufficient, agricultural foundation is weak, the contradictions and problems, in the face of the severe problem of a series of high-level personnel, the supply capacity is essential. In the introduction of high-level talents at the same time, also need to face the number of high-level talent shortage, the current situation of the development of quality is not high. Inner Mongolia should be in the introduction of high-level talents, as a positive, to explore, to seize the opportunity, in order to make the talents of high level has been rapid development.In this paper, based on the perspective of self-efficacy theory, by means of the Internet, newspapers and books, documents, reports and other relevant information, the introduction of high level talents in Inner Mongolia background, measures, effect analyses. Although Inner Mongolia has enacted many policies, the implementation of a variety of programs, to promote further development of high level talents, but with the actual demand significantly compared to the gap in the number, speed, structure, performance, the proportion of funding, synergies and otherproblems, need to fully consider the characteristics, characteristics and causes, and from other the experience of countries and regions, to learn quickly from the public opinion propaganda, discussion, system reform and innovation, resource integration and optimization, as well as the external environment construction, foster strengths and circumvent weaknesses, to broaden the channels for talent introduction, improve talent service level, to enhance the attractiveness of overseas high-level talents, promote the high level talents introduction work quickly.
