"The world’s talents gather in Shenzhou,and thousands of frosts compete in freedom." Throughout the ages,talents are the foundation of a country’s development and prosperity.From the "18-year-old road to broaden the sages and the talents of the world" proposed by the party’s 18 th National Congress,the strategy of "developing talents and strengthening the country" put forward by the party’s 19 th National Congress reflects The Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the work of talents.Local governments have followed the pace of the central government and used human resources as a key factor in promoting local economic development.They have successively introduced and improved high-level talent introduction policies,and strived to establish a sound high-level talent team to provide human support and intellectual security for local economic development.At present,Wenzhou is in a critical period of rapid development of the new economic normal.The development advantages of reform and innovation,industrial base,Wenzhou network,geographical location,natural resources and population size have become increasingly prominent,which has made Wenzhou’s development status in Zhejiang Province remarkable.Improvement.In the situation of rapid economic development,Lucheng District,as the central city of Wenzhou City,is also responsible for the first degree.The introduction of high-level talents,the formation of "strong talent zone","strong talent market" has become the key to boosting Lucheng and boosting Wenzhou’s "transformation development" and "speed shifting".Therefore,Lucheng District urgently needs to establish a high-level talent introduction policy that meets its own development needs,improve the talent team echelon,create a talent development platform,and promote regional economic growth.In this paper,we take the introduction of high-level talents in Lucheng District of Wenzhou City as the research object and discuss the theory of talents introduction at home and abroad.Through literature review,research and visits,we have analyzed and summarized a number of basic indicators such as Lucheng District Development Plan and talent demand,and found that since Lucheng’s introduction of the talent development plan in 2011,the introduction of talents has made great progress.It is manifested as the gradual formation of the talent system,the more targeted work of talent,and the more flexible way of talent introduction.However,from the overall analysis of the total number,quantity,structure,and benefits of high-level talents,it is found that there are still many problems in the introduction of high-level talents in Lucheng District.The main manifestations are "three difficulties" : difficult to attract talents,difficult to retain talents,and difficult to use talents.In view of the above problems,the author believes that Lucheng District should establish a model of "government guidance,market leadership,and enterprise main body" to give full play to the role of government guidance.We will start with setting up a concept of talents,optimizing the environment for the introduction of high-level talents,improving the long-term mechanism for the introduction of high-level talents,strengthening government support for key industries,and strengthening the tolerance of the talent seeker.We will give full play to the main talents of enterprises to encourage enterprises to cultivate and attract high-level talents,and do a good job in the introduction of high-level talents in Lucheng District.
