Objective:This research aims to construct the Education Criterion for Baccalaureate Nursing Program on Traditional Chinese Nursing as the research foundation in the constructing of national standard, including the cultivation objectives, education requirements and curriculum design, in order to standardize education behavior, promote the educational reform and maintain or improve the quality of nursing education.Methods:The concept definition and theoretical research was used to construct the framework of the education criteria.Literature study including the education standards of medical education and nursing education from domestic and foreign education institutes has provided the research strategies.Cross-sectional study of the nursing baccalaureate programs from the universities of Chinese Medicine has revealed the educational status, which provided the reference to the content of this criterion.Based on the above research methods and the following expert panel meeting, the synopsis was put forward and the questionnaire was designed.Two rounds expert consultation of Delphi were conducted and the second round expert questionnaire was designed according to the results of the round one, and experts from 23 universities around China were consulted. Expert panel meeting for the second revised draft was held and the final consensus was reached though robust discussion.Results:The related concepts such as the higher nursing education of Chinese Medicine, the criteria of professional setting were defined as the research base of the theoretical study including Marxist theory on human all-round development demands, the theory of educational objectives, the hierarchical structure of educational objectives, the educational evaluation mode from Hammond and the curriculum development mode from Kerr, with the combination of the literature analysis, which contributed the essentials of this research, including the basic requirements of the graduates (PART ONE), the essentials of basic educational facilities (PART TWO), and curriculum design (PART THREE). The Cross-sectional study also provided the reference to the essentials and content, leading to the construction of the first round questionnaire. The Delphi contributed the two rounds consultation, which required the experts provide the appropriate comments and revisions on the content as well as the expression of language, reaching the consensus of the final draft, with the response rate 88.24% and 81.40% respectively, the expert authority score 0.85, reasonable consistency check of Cochrane’s Q. The final draft with high consistency includes cultivation objective and goals (quality requirement, ability requirement and knowledge requirement) as the PART ONE, practice teaching, faculty, teaching material, laboratory, clinical site and financial input as the PART TWO, and the three curriculum modes (Basic Lnowledge of Chinese Medicine, Basic Nursing of Chinese Medicine, Clinical Nursing of Chinese Medicine) and clinical practice arrangement with their own goals, tesching contents and credit hours as the PART THREE.Conclusion:Multiple research methods were used including theoretical research, concept definition and cross-sectional study as the foundation of this research, the Delphi consultation worked as the scientific reasoning and revision process ahead of the final draft. The Criteria strictly followed the construction princples of all-round development, adaptation to social demands, feasibility, reflecting features and people-oriented, realistic, developmental principle. As the complementary standard of the former one, it could be referenced as the important document for accreditation of baccalaureate nursing program in Traditional Chinese Nursing with the consideration of all the stakeholders and trialed in several universities. In order to endow this criteria a certain professional authority and power of execution, it could be enacted by the Ministry of Education.
