With the rapid development of Information Technology and Internet Technology, online education has been widely used in the field of education. Since the year of 2011, the top colleges and prestigious universities of USA have begun offering free online courses. Just two or three years, the Massive Open Online Courses (abbr. MOOCs) boom quickly spread to all over the world like North America, Australia, Europe and Asia. It is focused by schools, education institutions, even enterprises in the globe. MOOCs provides a new type of online education mode for online course. It has been widely used, however, it still exists the disadvantages of high drop-out rates and low completion rate. Among the problems, the problem of low learning participation has been particularly significant. How to promote online courses learning participation? Thus, to promote students’ effective learning in the open and online learning environment, has become a research hotspot at home and abroad.This study makes a logical combing to the documents of online learning participation by Literature Analysis. This thesis investigates the present situation of online learners’ learning and the factors of online learning participation by Questionnaire. Based on the documents, present situation and factors, the author find some issues that low participation, lack of learning support and high drop-out rates in online course. Thus, the author preliminarily builds a strategy model to promote online learning participation. Then, the author builds online course platform named "multimedia courseware" by using Sakai, and put part of strategy model into practice. Finally, the author analysis the practiced results by using Social Network Analysis and Content Analysis to testing the validity of strategy.The results show that this promoting online learning participation strategy model can promote online learners’ active in learning activities in a certain extent and improve the online learners’ learning engagement.
