The teaching environment is the basic guarantee of teaching activities, the PE teaching environment affects every part of physical teaching activities, excellent.teaching and learning environment to enable students to physical and mental pleasure, to improve student interest in learning, to provide help for students’ learning, make sports teaching activities carried out smoothly. Along with the process of integration of urban and rural China continue to promote the integration of urban and rural education, as an important part of the urban and rural integration, the problem of education balanced development between urban and rural areas will gradually get attention, in this regard, this article in the special background of integration of urban and rural difference, present situation of sports teaching environment in urban-rural and existing, discusses its development optimization strategy is of great significance.In this paper, the integrated use of literature, field visits, questionnaire survey method, mathematical statistics method, investigated the present situation of high school physical education of urban and rural environment of Changsha City, analyzed the difference existing in the middle school sports teaching environment in urban and rural areas, and from the three aspects of the school, teachers, students and analyzing the reasons of the differences, Research conclusions are as follows:1) Through the investigation of the current situation of Changsha City, urban and rural middle school sports teaching environment, comparative analysis found that the current middle school of Changsha City between urban and rural areas in the construction of the PE teaching environment exist certain differences, analysis of the causes of the deviation is mainly two aspects the balance between the investment government departments of education funding and school management system.2) on the whole, the current situation of sports teaching environment of urban and rural middle school of Changsha City is not ideal, part of the school sports venues and sports equipment and national or education department related policy implementation of the requirements of a certain gap, physical exercise of students is not optimistic; city middle school and the performance of each township middle school there are advantages and disadvantages, city high school in the hard environment of PE Teaching in general better than the township high school, and the township middle school in sports teaching soft environment part is stronger than the city middle school.3) in the hard environment of school sports teaching, Changsha City middle school physical education teachers with addition quantity is slightly lower than the township high school, other aspects of performance are better than the rural middle school. In recent years, Township Middle School in sports venues and equipment improve, funding increased somewhat, but still can not meet the needs of normal sports teaching.4) in the school sports teaching soft environment, Changsha City middle school can develop better implement the relevant departments of the PE teaching system, has good sports tradition and atmosphere, the Township Middle School PE Teachers’attitude toward teaching shortage; urban and rural middle schools in Changsha City and expectation to the student’s overall performance is good; the interpersonal relationship in PE Teaching in terms of the relationship between teachers and students, the relationship between Township Middle Schools and students and among students of Changsha City than the city middle school is more harmonious. 5) Through the rural middle school between mutual reference to its advantage, sharing of educational resources, to realize the urban-rural education integration to meet each other to further optimize the urban and rural middle school sports teaching environment, and ultimately promote the integration of urban and rural Changsha City process.The proposed optimization proposals of two aspects finally to Changsha urban and rural middle school sports teaching environment problems mainly from the hard environment and soft environment, in order to provide a useful reference for the Changsha City rural middle school sports teaching environment construction, promote the balanced development between the urban and the rural school education, accelerate the pace of urban and rural integration process.
