Education is not only the basis of economic and social development, but also the fundamental guarantee of improving the citizens'quality. In recent years, the education system and reform program in Changsha have gradually improved, and the role of education also has constantly enhanced in different social undertakings. In December 2009, Changsha introduced the "The Program to Promote and Develope Urban and Rural Integration", clearly putting forward to speed up the establishment of science and technology, education, culture, health, sports and other public service system, and simultaneously, gradually achieving the same treatment. In May 2011, Changsha City proclaimed the long-term education reform and development plan (2011-2020), and clearly defined the overall goal of integration of urban and rural education. At the same time, the city's districts and counties (cities) have made the corresponding policies, to explore the practice, and have obtained good results.In this paper, taking Changsha city for an example, I analyzed the development history and current situation of domestic and international integration of urban and rural education according to the research goal of the integrated development of urban and rural education. Based on the aforementiond, I conducted specialized survey research for 9 counties under the jurisdiction of Changsha City:Furong district, Yuelu District, Kaifu District, Tianxin District etc. Thus I summarized the achievements made in the process of integration of urban and rural education development, and some problems and accordingly made attribution analysis of the unbalanced situation of integration of urban and rural education development.According to the existing problems, the author believes that we should promote the comprehensive, coordinated and sustainable development of urban and rural education, and to achieve the goal of the integration of urban and rural education, we should focus on the development train of thought, funding and institutional arrangements and other aspects of the work, and adhere to the correct principles and guidance.The first is to adhere to the priority of education development strategy; the second is to build a reasonable and effective working mechanism; the third is to improve the conditions of urban and rural school; the fourth is to input much more strong teachers; the fifth is to optimize the quality assessment of urban and rural education; the sixth is to enhance the level of education investment; the seventh is to promote the balanced development of twinning. At the same time, the integration of urban and rural education is an important means of coordinating urban and rural development, eliminating the unfair education between urban and rural areas, and it is an important measure not only to achieve educational equity, but also to promote balanced development of urban and rural education.
