Along with the expansion of the scale of higher education in China since the 90’s in twentieth Century, the higher education presents the trend of the transition from elite education to mass education. Liaoning province is the province of education in China, in order to respond to the trend of the expansion of the national college enrollment, the number and scale of higher education institutions is expanding, followed by the rapid increase in the number of college graduates. The direct consequence of the increase of the number of graduates is the difficulty of students’ employment, and the phenomenon of "graduation is unemployment" is common. In order to alleviate the situation of employment for the college graduates, 18 proposed promote college graduates to focus on youth employment, combined with the development of industrial upgrading more suitable jobs for college graduates, and leave school without the employment of college graduates employment promotion plan, the unemployed into employment trainee, skills training, job preparation activities. On the basis of problems and cause analysis, combined with relevant data, using SPSS to make a prediction of the number of college graduates in Liaoning Province, and analysis of the supply and demand of graduates for professional conversion and skills training. In addition, experience of domestic and foreign university students employability skills on the basis of reference, summed up the strengthen school leavers unemployed college graduates major conversion and skills training countermeasures and suggestions, hoping to Liaoning Province for the implementation of the ease the implementation of the employment policy for college graduates to provide some experiences.
