Xuchang City, also known as Lotus City, central Henan province, is the urban agglomeration, the core city of the Central Plains Economic Zone, Chinese historical and cultural city, Xuchang cultural inheritance and development of important areas, is the birthplace of the three cultures, it is Jun Porcelain all, opera town, which boasts a long history, rich cultural heritage. Currently, along with the promotion of new curriculum reform, the quality of elementary art has significantly improved in Xuchang. However, the limited development and application of local art resources are still the typical phenomenon. Beside, too some degree, this phenomenon still abounds in other cities. Local cultural resources are the materials of primary school art curriculum for primary school, including natural resources, social life resources, cultural material resources, which is the accumulation of history and the valuable asset accumulated over a long life.According to "the concept of school-based curriculum", teaching students in accordance with their aptitude by adding local instructional resources into art teaching to boost self -innovation. With the advantage of local art resources, the traditional art teaching can self-refresh. This paper gives emphasis to investigate and explore Wei culture, Jun porcelain and opera culture to elaborate the topic described above.This remainder of this paper is organized as follows:Chapter one is devoted to overview the features of cultural resource and the art of teaching in primary school,and Xuchang cultural significance of the art of teaching in elementary.survey on primary art teaching and local cultural resource utilization of Xuchang is described in chapter two, including the current situation of local cultural resources and views on utilization from parents and teachers. A strategy used in art teaching of the primary school combined with local cultural resources is discussed in chapter three, covering the application of Xuchang culture to art teaching of primary school. Chapter four shows a specific example of course design based on the culture of Xuchang’s Jun porcelain. An example by teaching designing and case showing of Jun porcelain to make a conclusion of teaching standard is also discussed.
