In more than 20 years, our country is in the rapid development of urbanization and industrialization period. In 2013, China’s urbanization rate reached 53.7%, Inner Mongolia region’s urbanization rate reached 58.7%, higher than 5% of the country. However, by the urbanization problems lead to urban and rural employment, education, health care, social security and other public service integration of new requirements to the scholars in the field of many problems are put forward. Under this background trend, only actively promote people-oriented, overall consideration of new urbanization can really benefit to the people, consolidate the progress of the economic an social results. Hundred years’ policy based on education, the revitalization of a nation depends on the prosperity of education career. Compulsory education as the most basic of national universal education, for the long-term prosperity of a country is very important. So in recent years "equalization development of compulsory education" is a hot spot of the education management and economics fields.Although Inner Mongolia belong to the western frontier areas,sparsely populated, but in recent years gradually rise in the level of economic social and cultural aspects make the government attaching great importance to the equalization development of compulsory education, compulsory education has made some achievements : education funds and education level are improved, the new curriculum reform gradually deepening, the quality education made solid progress. At the end of 2014, New Barag Right Banner and the Ordos city DongSheng District also successfully passed the national evaluation criteria of the supervision team, became fundamental equilibrium county(city, area) of compulsory education in our country.This paper starts with the current situation of urban and rural compulsory education development in Inner Mongolia, mainly the performance of the unbalanced development of urban and rural compulsory education in Inner Mongolia were analyzed, concrete is uneven in urban and rural compulsory education funds, educational condition difference, the teachers level of differentiation in three aspects, and then calculated from 2001 to 2013, a total of 13 years of the China urban and rural compulsory education funds holding index value, in recent years in both urban and rural compulsory education, on the basis of the quantitative indicators of equalization, through the combination of theory and empirical, further made the influence factors of restricting the compulsory education balanced development in Inner Mongolia analys is, finally put forward to several suggestions to promote the development of compulsory education equalization in Inner Mongolia, in order to provide certain guidance to the compulsory education in Inner Mongolia equalization the development in practice.
