Rate of secondary vocational school graduates has increased year by year, wages and job-stability also improved in the meantime. As secondary vocational education continuously transports front-line skilled talents for China’s economy growth, secondary vocational schools step into a critical period of development. Teachers’ practical ability guarantees the quality of education as the momentous part of educational resources. Factors as historical development, policy implementation lead to the outstanding issues of teachers’ practical ability, thereby affecting graduates employment and school development. Therefore, promoting the development of secondary vocational education by solving teachers’ practical ability issues spotlights the urgency and realistic significance.This thesis takes Jilin City, Jilin Province as a case study. This thesis is divided into five parts following the overall idea of discovering problems, expounding reasons and bringing forward suggestions.The first part is introduction. Indicating that the low practical ability of teachers is the key factor that restricting the development of secondary vocational education. This part mainly describes the background, significance and research method, highlights the article’s innovation by analyzing research achievements of teachers’ practical ability both domestic and abroad.The second part is theoretical foundation. Give the definitions of secondary vocational school and teachers’ practical ability and take a rational analysis of constructivism learning theory, lifelong education theory and adult learning motivation theory in order to provide a theoretical foundation for the study of secondary vocational school teachers’ practical ability.The third part is a summary of the issues. Investigate the situation of secondary vocational school teachers’ practical ability in through questionnaires and interviews. The investigation reveals four aspects of issues as practical teaching ability, practical operation ability, practical application ability and practical innovation ability.The fourth part is a cause analysis. The reasons for the issues of secondary vocational school teachers’ practical ability in Jilin are six aspects: deficiency of pre-service ability, imperfection of teacher training system and evaluation system, limited condition of training base, reason of school-enterprise cooperation and poor quality of student resource.The fifth part is the countermeasures and suggestions. Put forward solutions on the basis of cause analysis. Solving the issues of teachers’ practical ability can’t simply rely on government funds or policy support; therefore put forward solutions from three aspects of the government, school and teachers.In the current process of more attention paying to vocational education, secondary vocational schools in Jilin City, Jilin Province are typical. Hoping this article will provide some reference to improve secondary vocational school teachers’ practical ability.
