Study On The Problems And Strategies Of The Old-age Security In “Shidu Family”

“Shidu family” means The Family that is Forced to Have One Child Lose That Child. Today in China, “shidu family” which is large in quantity, high in risk and difficult to be guaranteed, is kind of the social vulnerable groups. The problem of “shidu family” is not only related to the happiness in people’s late life, but also related to the harmony of our society and the success of completing the goal of a comprehensive well-off society. Our party and government paid high attention to the old-age security of “shidu family” all the time and published a number of laws and policies, which strengthened the supporting for the “shidu family”. In recent years, from different points of view,the academic circles began to research the “shidu family” on the cause, the living status and the old-age security of “shidu family”, achieving great success.This study is based on the “shidu family” in Hengyang City, Hunan province, through the sampling inspection, personal conversation and the survey visit to the Family Planning Committee, the Civil Affairs Bureau, staffs of Community and some related social-organizations, trying to have a comprehensive understanding of the living status of “shidu family” and their aged-providing problem. At the same time, depending on Maslow’s hierarchy of needs, this study is specified in the needs of “shidu family” from five levels to understand the aged-providing needs of “the shidu aged” and their strong expectation for supporttation from our country and the society.Based on the above, according to the social insurance system, the author analysed the working measures and relevant policies on old-age security in Hengyang City, concluding the insufficient of the old-age security in the following five aspects: the low pension standard; a lot of limitation in the old-age security; not implemented of the policy; lacking of complete social assistance system; the serious shortage of the aged-providing resource. At the same time, according to the theory of social capital, this article described the cause of the aged-providing problem in “shidu family” from many aspects of government, society and family.Finally, in the view of the problem existed in the old-age security of “shidu family”, the study put forward solutions from government, society and family aspects by using the theory of governance(The science of public management). At the same time, according to the the theory of capital, the study concludes that it should fully develop the ties of blood and regional resource to improve and perfect the old-age security of “shidu family” and establish the model of Community Providing for the Aged.
