At present, promoting the balanced development of compulsory education, has become the strategy of education development of the party and state which was established in the new historical period in our country. And the key of achieving balanced development of compulsory education is the stability of teachers’team and balanced allocation of education resources. However, due to the policy of reform and opening to the outside world, our country has been executing no-balanced development strategy during a period of time, and the priority to the development of the eastern region expands the gap of economic development and people’s income between the east and Midwest.The large gap in the income makes the social mobility rise sharply in our country, and enhance the flow frequency significantly.As a kind of high quality human resources, primary and secondary school teachers, especially teachers in the central and western regions of underdeveloped mainland economy, in pursuit of higher income, better living and working conditions, and considering the development of themselves and their children in the future, involve in this kind of social mobility in the army., forming the posture of "the peacocks flying to southeast".So, why do the teachers in less developed central and western region fly to southeast"? In order to objectively grasp the truth and comprehensively understand the reasons of teachers in less developed central and western regions "the peacocks flying to southeast", and put forward the countermeasures and suggestions to promote teachers’ rational mobility.The articles applies the "push-pull theory" of population migration, taking full-time primary and secondary teachers in Shenzhen as objectives, through the combination of empirical study and normative research, qualitative research and quantitative research, and analyzes the characteristics that female teachers, young teachers, teachers with bachelor degree or above and backbone teachers, married teachers, teachers from city public school are the main force into Shenzhen,The mobility of mainland teachers is caused by the immigration place’s push and migratory place’s pull. Poor wages, low level of school management, poor teaching environment and living environment, big workload are the main performance of the push from immigration place;Shenzhen’s attraction to mainland teachers comes from higher income, huge demand of teachers’ labor market, superior teaching conditions, sound management system, a beautiful environment, pleasant climate. Based on this, in order to promote personal development space, and to create a good environment for the growth of children, some good teachers head down south, forming the posture of "the peacocks flying to southeast" situation. The problem seriously influences the development of the education on the mainland, endanger the realization of education fairness. To solve this problem, the government and the education administrative department shall conduct macroscopic regulation and control of teacher mobility, Schools of immigration place should improve management level and give sense of belonging to teachers. What’s more, teachers should improve the professional identity and strengthen the construction of their professional ethics.
