We usually think that the system is a tool or method to constrain people. In fact, the system is also the rules of human interaction, which also has educational function, and plays a role in promoting the process of socialization. However, the use of the current rules and regulations for primary school preached polarization trend, either existing in name only, or being stiff and harsh. Both reveal that school administrators have a biased understanding of the rules and regulations, they are lacking in concern for the rules and regulations executive ability. In school education, a good student management system can help students develop awareness of the rules, a sense of fairness, good habits and moral character. And the moment is the transition period of the primary moral evaluation, the rules and regulations can promote the rational and moral development of students, strong enforcement of school rules can be the basis for the moral evaluation. Therefore, the research on how to enhance the executive ability of the rules and regulations has a practical significance. It can not only promote the upgrading of the school management, but also help students’moral development. It escorts for building a harmonious campus and promoting competence education.In this paper, we study on the executive ability of elementary school rules, conduct field investigations in-depth campus to explore the implementation of the current elementary school rules. We make the appropriate judgment and analysis based on interviews and observations of the process and the result of the rules and regulations implementation, in order to infer whether the existing rules and regulations have been effectively implemented and played its functions, then to find deficiencies that may exist in the course of the implementation of the rules and regulations to provide feasible suggestions for school administrators to enhance the school rules executive ability. So the article body contains the following sections:The first part of the article confessed the writing background:the transition of moral evaluation of primary students; And it analyses the results of previous studies on the rules and regulations as well as the core concepts, and rules and regulations and the executive ability; leading to the subject of this study and the research ideas and methods, theoretical basis, innovation and existing deficiencies.The second part described the status and existing problems of elementary school rules executive ability from five aspects:The purpose of the implementation of the rules and regulations; The subject of the implementation; The safeguards mechanisms of the implementation; The communication methods; And the results of the implementation.The third part analyses the reasons for the lack of school rules executive ability from both subjective and objective prospective. Including the stakeholders’ lack of awareness, the inappropriate use; Stakeholders are not qualified enough, the unreasonable formulation, lack of implementation; Missing the implementation mechanism and so on.The fourth part proposes solutions corresponding to the reason for the lack of rules and regulations executive ability. Increasing stakeholders’ awareness and quality, to ensure the rights of stakeholders, to design reasonable rules and regulations; Building a complete implementation mechanism to ensure the enforcement of the rules and regulations; Expanding the publicity of the rules and regulations, get more subject involved in the implementation and evaluation, effectively enhance the implementation of the rules and regulations.
