Teachers’ Freedom Of Expression And Its Limit

Freedom of expression is a fundamental right recognized by the Constitution in the world, it is also the basic human rights and the human rights clearly protected. The freed expression of teachers refers to teachers will not bound to freely express the inner thoughts, ideas, publicly. Teachers according to their own will express themselves on teaching, to students, views about social issues, the collection and dissemination of relevant information, in the legal dimension, other people must respect and not to interfere them.Category of free expression of teachers mainly includes:freedom of speech, academic freedom, teaching freedom, expression of interests and demands of the freedom. Teachers are being the public functions of the representatives of the society. They should reflect the will of the state, transfer the mainstream value of social consciousness in the educational activities. The limit of teachers’freedom of expression exercise is that teachers do not violate the teacher occupation morality and relevant laws and regulations, the discourse power is constrained by the government in educational philosophy. So the freedom of teachers’expression has three principles, political principle, legal principle, moral principles. At present, the administrative organ and the school managers tend to have more strong say, teachers become the bottom level of the Pyramid management system, teachers’ personal discourse power tends to decline. Therefore, discussing the expression and realization of freedom and building teachers’ independent personality, have extremely important practical significance.
