Teacher’s teaching freedom refers to the independent space in teaching manifestation. It has important significance for the students’development and education renovation, when the teacher has teaching freedom consciousness, teaching freedom ability, teaching freedom right and external conditions, the teaching freedom will be truly realized, by questionnaire and interview of the public elementary teachers, it analyzes the problems and current status of the elementary teachers’ teaching freedom and puts forward some effective strategies to realize the teaching freedom, 。The paper is divided into five parts:The first part is the introduction. It includes the reason and significance of the research, the thinking and methods of the research.And reviews the related literature.The second part is the analysis of the concept of teaching freedom. Firstly it discusses the difference of teaching freedom and related concepts. Then based on the characteristics of teaching freedom, the teaching freedom can be divided into teaching freedom consciousness, teaching freedom ability, teaching freedom rights and teaching freedom security. This part provides the theoretical basis.The third part is the implementation of the survey. By questionnaire and interview of the public elementary teachers, it analyzes the current status of the elementary teachers’teaching freedom from the four dimensions, teaching freedom consciousness, teaching freedom ability, teaching freedom rights and teaching freedom security.The fourth part is analysis and research of the exist problems. According to the data description and the interview of the third part, it tries to find the reasons lead to the problems in the teachers’teaching activities. The problems include the lack of teaching emotion, the lack of teaching freedom ability, the weaken of teaching freedom rights and the short of teaching security. The reasons consists of Teacher’s job burnout, the teacher education system, the education law and so on.The fifth part is the strategies of the teaching freedom. Based on the fourth part, it puts forward some strategies to realize the teaching freedom. These strategies are culturing teaching emotion, improving teaching ability, perfecting the legal construction and creating external conditions.
