Neither the appreciable quantity of laboring nor the productivity drives theevolution of a nation currently; in contrast, it is both the premium quality of candidatesand technology does. Simultaneously rendered with the multi-responsibilities such asthe cultivation of human resources, scientific innovation and social contribution,colleges and universities are no longer solely the institutes of education and science;instead, they are growing up as an assault on both the domestic rejuvenating through theprogress of mind-jet and the new hierarchy. For the sake of catching up with thecommand on rapid development, there should be a management system on therevolution of the human resources; hence,how to promote the competitiveness ofcollege and how to make use of the human resources in the higher institutions and allotthe educational resources has become the main concern of the higher education reform.Entirely exerting the import-nourishment-operation of enrollments, the key toimproving the quality of the teachers is to change the existing management system andcarry out the appraisal index system. Therefore, the practice of the system can meet theurgent need.This thesis starts from the related concepts of Performance Appraisal, and thenanalyzes the existing problems of Performance Appraisal of homothetic backgroundsfrom domestic to overseas. In addition, according to the actuality of college S, the thesisdesigned a scientific and reasonable staff-performance appraisal index system, presentsvaluable suggestions on further reform of its Human Resources system, thecomplementation of the system of evaluation and distribution, and the cultivation of thewell-qualified staves and on cultivating elites for the society. The whole statement could be roughly divided into five sections:The first part: an introduction, which introduces the research topic, themethodology, as well as its scope and significance;The second part: the relevant concepts of Performance Appraisal and thesignificance of the implementation;The third part: a methodology chapter, incorporated with the reports on relevantexperience at home and abroad, summarizes the prevalent issues;The fourth part:a findings chapter, outlining the structure of the appraisementsystem on the premise of case S, which analyzes the system of30staves serving in itscollege G;The fifrth part: an analysis and discussion chapter, calculating the potentialproblems and proposes effective strategies; additionally, figuring out certain solutionsstepped at the crew’s consciousness, a clear definition of the core and feature of theevaluation-indicator, the amelioration of the applicability of the PerformanceAppraisal-process;In terms of postsecondary-teacher Performance Appraisal projects home andabroad, the thesis assesses the validity of the index system implemented among thedomestic universities at present through the case S; furthermore, formulate feasible andinnovative suggestions, which is to put forward direct reference to PerformanceAppraisal in college S and make the Performance Appraisal more scientific andeffective and hope to give a guideline to the competitiveness of higher educationalsystem.
