With the development of economic globalization and rectification, thecompetition among nations is becoming more intense. Knowledge economyhas become the main mode of economic development。 Human capitalespecially the high-tech talent has become the most important driving factorto promote economic growth and development. History has proved that, aslong as we have the talent advantage, can have a competitive advantage; aslong as we can put the talent advantage effectively into knowledge advantage,technology advantage and industry advantage, can win the competition of theinitiative.The world’s most competitive countries, such as Singapore, the UnitedStates, Britain and other countries all attache great importance to talentcultivation and utilization. They formulated a series of talent strategy. It madea tremendous contribution to the development of economy, science andtechnology, accumulated a wealth of practical experience.China is in the primary stage of socialism and will remain so for a longtime to come, with a large population, less resources and a shortage of funds.How to make human resources as the most important of all resources, and how to utilize human resources reasonably and effectively to make maximumuse of material resources? It is of great practical significance. With thedeepened development of the reform and opening up of our country, we aremore and more aware of the importance of talents in all resources. Vigorouslyimplementing the strategy reinvigorating the country through science andeducation and the strategy of strengthening the country through humanresource development has obtained some achievements.In2013, Inner Mongolia Autonomous Region put forward “8337”development strategy. It’s industrial development is gradually changing from“resource dependent type” to “technology dependent type”. Relying ontechnological progress and independent innovation, and promoting economicrestructuring and transformation of economic growth mode. That has becomea strategic choice for the Inner Mongolia Autonomous Region to participate inthe outside competition. Talent in an important driving force in transition.However, the existing talent structure does not adapt to the readjustment ofeconomic structure. One of important feature is that shortage of high-techtalents and lag in educational technology. At present, the number andinnovation of talents in Inner Mongolia just ranks24thin China while theeconomic aggregate has already ranked15thin our country. I also believe thatInner Mongolia’s talents scale, especially hige-level innovative talents ofscience and technology, the outstanding enterprise administrator, there is stillroom for improvement. The focus of Inner Mongolia promotes technological innovation to leadindustrial upgrading and the readjustment of economic structure is that how tofurther intensify the development of talent resources and talent strategy, andhow to rely on the business incubator platform to plan and specify a reasonableand effective incubator mechanism of high-tech talents. This thesis considers“Different Incubation” as the breakthrough of the cultivating pattern forhigh-tech talents. It adopts the research method of field survey, comparisonanalysis and synthetic generalization. In order to play a role in promoting theeconomic development of Inner Mongolia Autonomous Region, this thesiscombines theory with practice to seek the method to solve the problem thatdifferent incubation of high-tech talents is still with many obstacles, andpromotes the “different incubation of high-tech talents” success.
