As the world of politics, economy, technological rapid development, higher education play increasingly important role in the national development and international competition. At the same time, with the accelerated pace of internationalization of higher education and the diversification of higher education, the development of our universities face significant challenges and opportunities, and increasing competition among universities. Therefore, how to deal with the competition, how to survive in the fierce competition and keep sustainable development are the urgent issues of each university to resolve. University Core Competencies are the core of the universities’ development, are the source and the fundamental of universities to obtain sustainable competitive advantage. However, the core competitiveness of universities is not innate, needs continuous training and upgrading with the development of universities, then provides sustainable competitive advantage for university’s development.In this paper, start the analysis with the current competitive situation, and summarize the problems which exist in the development process of Chinese universities. Firstly, according to the core of the domestic and international competitiveness of University Research, summarized the definition of Core Competence University, specified the University Core Competence is not a core element, or the simple addition of several resources and, more than a single or a small number of the combination of ability, but an integrated system. Then analysis the characteristics and elements of the core competitiveness of universities, according to the essential attribute of universities, the characteristics of competition among universities and competitors, clear the core elements which affecting the university form the core competitiveness; Secondly, learn from the Comprehensive Assessment of University Evaluation, reference content and the core elements of the core competitiveness of universities, construct the corresponding evaluation index system from the input-capabilities of core elements and production-capacity of core competitiveness of the university; Thirdly, base on the evaluation index system, establish the corresponding comprehensive evaluation of dynamic assessment model, then operate the collected-data, analysis and comprehensive obtained results; Finally, with the obtained evaluation results and the core elements, proposed the strategies which benefit for cultivating and enhancing the Core Competitiveness of Universities. To achieve the purposes just like enhancing the core competitiveness, improving the capacity of universities to keep sustainable development, meeting the fierce competitive environment, and response to the knowledge-globalization and the challenges of higher education-internationalization.
