The famous German educator, Diesterweg said: "The art of education and teaching is not to impart knowledge, but to encourage, awake and inspire." As an important part of the education and teaching, evaluation not only plays a guiding role in the education and teaching but also restricts it. The evaluation of students’ comprehensive quality is an important part of the basic education evaluation system, and any education evaluation cannot be separated from the evaluation of students. In other words, the evaluation of students’ comprehensive quality is the microscopic evaluation of the education and teaching. According to the characteristics of physical and psychological development of primary students, the implementation of the evaluation of students’ comprehensive quality has become an important step in the basic education reform, and it is also a powerful guarantee for implementing the quality-oriented education, taking the students as the principal part and promoting the students’ overall and individual development. At the same time, as a new evaluation method vigorously promoted by the new curriculum, the student portfolio is a natural product of the joint development of theory and practice in applying the qualitative evaluation to the evaluation of the primary students’ comprehensive quality in a flexible way.The author of this thesis mainly expresses her understanding of the evaluation of primary students’ comprehensive quality and their portfolios through elaborating the correlational researches about the evaluation, the evaluation of comprehensive quality, the evaluation of primary students’ comprehensive quality and the student portfolios. The thesis also gives a rational analysis of the relationships between them and the advantages of their combination after a simple review of the development of student portfolios and evaluation of comprehensive quality. in this thesis, the author thinks that applying the student portfolios to the evaluation of primary students’ comprehensive quality is a kind of student assessment under the guidance of the developmental evaluation, and it reflects the diversity of the student assessment in the value orientation, evaluation subject, process and method, pay much attention to the qualitative evaluation of attaching equal importance to process and result,and bring the subjective initiative of student assessment into full play.This thesis explores the problems and reasons of primary school students in their process of using their portfolios through documentary method, survey method and case study. Through the analysis, the main problems are as follows: low understanding of portfolios and weak sense of using them; the lack of diversification of the content of portfolios; the formal diversity of evaluation subjects and low initiative in participating in the evaluation; the lack of objectivity in evaluation of comprehensive quality; the unsatisfactory effect of using portfolios. The reasons are as follows: Firstly, influenced by traditional educational ideas, students cannot break through the constraints of exams. Secondly, the function of evaluation mainly features the function of management service. Thirdly, different evaluation subjects lag behind in the ideology. Finally, portfolio is not used according to specific school situations. On account of this, the author interprets the specific practical process in which the portfolio is applied to the evaluation of primary students’ comprehensive quality and overall implementation strategy by comparing different cases.
