Mankind has entered the information society in twenty-first Century. Learn to know, learn to do,learn to live together, learn to survive is the four pillars of education. This requires the focus of classroom teaching change from transferring knowledge to cultivate the ability, emphasize teaching to put knowledge into ability, enhance the ability of students to acquire knowledge in the information society, the ability to apply knowledge to solve problems, the ability to cooperate with others in work and learning, finally enhanced the survival ability in the information society. Since the new curriculum reform, the research and practice of the teaching of history is fruitful, but it still exist many problems to be solved, such as: how to help students easily access to the knowledge of history in the teaching; how to migrate history knowledge and put the knowledge into ability; how to achieve the development of students’ personality in the organization of class teaching, and so on.This paper constructs a framework of History Teaching in senior high school basing on the SOLO classification. The basis of this framework is the SOLO classification; it includes two stages which are acquiring knowledge and knowledge application; it emphasizes that the teaching to promote the development of students’ thinking quality and the method of using history knowledge in the internal of these two stages. The method of phenomenological pedagogy help students to acquire knowledge of history,it emphasizes the original foundation of knowledge, the experience and ability level on the natural generation of historical knowledge, help each student developing individually. On the basis of acquiring knowledge, according to the characteristics of the Marzano classification of advanced thinking and problem solving ability, it improves the students’ ability to use history knowledge to solve the problem with the Thinking Skills Framework. According to the layered framework of History Teaching in senior high school,I make the Teaching Design and Classroom Teaching. After that, I collect information and data with the Job Feedback and the Questionnaire Survey in practice so that it could test the rationality and the effects of the Teaching Framework.
