The secondary vocational education is an important part of the education system in China, since entering twenty-first Century, it has become the important basis of the national economy and social development. However, the problem of unattractive status also exists during the rapid development of secondary vocational education and how to enhance the attraction of vocational education has become a hot issue and a common concern of the country and scholars.This study through the interpretation of the policy text, the analysis of statistical data, the summary of classical literature and the survey of the reality, it finds that the secondary vocational education has the lack of attraction in the development.This study is based on a survey of 118 secondary vocational schools, more than 12000 students in Henan Province, it found that the vocational school is attracted to the students of poor academic basis. Most of them are from the villages, with poor family economic status, low education level of parents, bad occupation of parents,and some of them are left behind children. In summary, the secondary vocational education is attracted to the social vulnerable groups.To explore the reason, this paper mainly from three aspects: school, market and culture to analysis. Firstly, it analyzes the influence factors of the secondary vocational school from three aspects of the educational investment, the training process and the education output. The input link mainly analyzes the influence of the "human, financial, and material", that is the condition of teacher, financial investment, facilities and equipment; the process link from the school environment, teaching process and practice process to analysis; the output link mainly includes the quality of the school’s personnel training and the students’ employment quality. Secondly, the impact of market factors on the attractiveness of vocational education is mainly from the implementation of the employment access system and the social treatment of skilled workers to expand. Finally, from the traditional ideas and the current popular psychological two aspects to analyze the influence of cultural factors on the people education choices.On the basis, this study puts forward some specific suggestions.After the integration of the factors in the school level, we should put forward to optimize the structure of teachers, improve the comprehensive quality of teachers; get the funds for the multi channels, improve the efficiency of the funds utilization; strengthen students management, create a good education environment; improve teaching and management, enhance the quality of personnel training; meet the needs of economic development and improve the quality of graduates’ employment. The market level should implement the employment access system strictly, standardize the labor market; improve labor security and enhance the social status of secondary vocational school graduates. The cultural level should change the traditional ideas, respect for vocational education; change the psychology of the people, create a good environment for the development of vocational education. This study aims at improving the attractiveness of secondary vocational education through joint efforts at different levels to promote the sustainable development of secondary vocational education.
