Secondary vocational education plays a fundamental role in the modem vocational education system of China, which shoulders the burden of training high-quality and skilled personnel. In recent years, the scale of secondary vocational schools has been constantly expanded while its educational quality has declined yearly. How to deal with the increasingly prominent contradiction between scale and quality has become a top priority for secondary vocational schools. With regard to this problem, the author tries to use the total quality management which has gained a success in business circles to seek measures to solve this problem. Based on the theory evidence of total quality management, combined with the implementation situation of the field of education at abroad and home, this paper carries out a comprehensive analysis of the feasibility, necessity and specificity for introducing it to the teaching field of secondary vocational schools. On this basis, this paper conducts an investigation on the status of teaching quality management in secondary vocational schools, so as to find out the existing problems as well as carrying out analysis on the causes, and then it proposes strategy which is suitable for the construction of total quality management system of teaching in secondary vocational schools. This paper describes the specific construction strategy in details from five aspects of idea renewal, the attention of leaders, and all- people participation, prevention first and continuous improvement. Combined with the current station of secondary vocational schools, the author believes that the total quality management of teaching should carry out quality management in the whole process of teaching activities. During the implementation of total quality management of teaching, the secondary vocational schools should firstly forming a new customer-oriented of service quality concept, and create a strong cultural atmosphere of quality management within schools. Schools should encourage all students and staffs to participate fully in the teaching quality management, and by establishing a sound monitoring mechanism and a scientific and perfect evaluation system to achieve a comprehensive improvement of teaching quality.
