The concept of Learning Community is broadly concern, and to provide a new way for teacher training. How to structures the learning community for the middle and primary school and university(U-S)? Domestic and foreign scholars have studied, and macroscopic attention tier of theory soft and floury research composes in reply a tactics factor, but stops showing solicitude for it’s the construction carrying out an exploration comparatively. For example, The U-S learning community for Xinjiang W city J area’s member who is focal distance, the participation of expert enthusiastically the university S of Y academy, discusses U-S learning community’s working current situation, and brings forward relevance optimization tactics on the working basis learning from U-S learning community.Thesis research adopt the method of literature, the method of questionnaire investigation, the research method educating design and on basis constructing the summaries studying such as the social constructivist theory, collaborative innovation theory and group dynamics theory. The author was participated a series of activities to Xinjiang W city J District U-S learning community were investigated on the spot and carries on the interview to teachers. Thought on the construction background, operation process and on-site investigation to know the process of U-S learning community’s running conditions. Simultaneous the U-S learning community has already got some effect.But these discussions and to support the teacher growth expectations is a big gap. Thought analysis the U-S learning community’s running conditions, and found some problems. The problems mainly displays in: first, cooperation between the U and S both limitations of time and space aspects; second, there is an imbalance identity between U and S; third, U and S cooperation enthusiasm is not high. Then, thought analysis the reasons, the analysis of the problems mainly displays in: first, U and S both work environment of difference; second, U and S both professional role positioning is different; third, U and S strong administrative colors.According to the existing problem and reason analysis, this paper puts forward the suggestions of the U-S community learning optimization : first, to promote the value identity between the primary and secondary schools and University’s cooperation; second, guide teachers to improve the awareness of autonomous learning and form the self organizational behavior; third, use of the network platform to expand the mode of operation; fourth, according to the operation condition establish operational mechanisms necessary.
