Research On Status And Development Countermeasures Of Senior Education In Jinjiang City

With the aging of population, the senior education gains more and more attention in the society. Active development of senior education can make the old people happy,meanwhile improving the quality of their life,achieving their personal life values, and promoting harmonious society. Senior education is part of quasi-public goods. The government, the market, non-profit organizations and community can take part in it’s supply to establish cooperative and competitive supply system. After 20 years’ development, senior education of Jinjiang City has achieved remarkable results.However with lacking of multiple-suppley system, many problems expose which are limiting the long-term development of the city’s senior eduction.This paper introduced the definition,characteristics, the main supply mode of quasi-public goods.And it analyzed the properties of senior education according to the theory of quasi-public goods’ mutiple supply while expanding definitiont,advantages and diadvantage of supple model of government, market, non-profit organizations,community which has laid an important theoretical basis for this aticle. Then the article elaborated overview of Jinjiang senior education, in terms of the main supplyers, funding, ways,contents and so on.Through the undertaken situation and analysis basing on a questionnaire of Jinjiang City’s senior eduction,here are the existing problems which has been combined with the relative theory of multiple-supply of quasi-public goods,such as lacking of diverse ways and contents of supply, the shortage of fund, small coverage of the audience, are unreasonable dispose of teaching resources and other issues.This article also pointed out the primary cause of the problem is the absence of multiple-supply which caused the existing government and community supply model’s inefficiencies. And then the paper introduced the positive experience of other countries and region’s development of senior education, such as: government departments play an active role,diverse bodys of senior eduction’s supple, extensive funding sources, full use of social educational resources, community play a significant role, and so on. Finally, with the perspective of multiple-supply of quasi-public goods, diverse strategies of Jinjiang senior education has proposed: improving the efficiency of existing government supply, stimulating the market supply, non-profit organizations’ s paticipating actively, full play of the the community supply, constructing cooperative mechanism of multiple supply. By the above polices, this paper hopes that the Jinjiang’s senior education can embark on the path of scientific development, the city’s supply level of senior education can be improved, and provides reference for other places’ senior education.
