With the economic progress and the social development, higher education quality is developing in China, and causes university teaching quality to be the key point of higher education area focusing. But the student learning of teaching quality evaluation is the mainstream form of international teaching evaluation, guaranteeing the connotative development of higher education quality. Generally speaking, teaching quality pays more attention to hard targets of the teaching activities, teaching goal, major and curriculum, and pays less attention to human factors, such as student learning quality, learning process and behavior, and includes late start, slow development, research dispersion, neglect practice, disconnect serious problem, neglect theory. Therefore, this thesis focuses on student learning, and tries to combine NSSE survey with the actual situation of Chinese universities, and modifies into questionnaire for Chinese research universities, and then carries out the investigation and study.The theoretical basis of students learning engagement questionnaire design root in background evaluation, input evaluation and general education theory of CIPP evaluation model. This study will be divided into seven areas, respectively choosing a "985 project" research university in each area, including South China University of Technology, Si Chuan University, Central South University, Zhe Jiang University, Lan Zhou University, China Agricultural University, Harbin Industrial University. This study chooses second to fifth grade undergraduates as the research objects, and uses questionnaire and interview methods. Survey shows: sex, major, grade, class performance, education degree of undergraduates have an effect on the students’ learning engagement. Further investigation shows, the undergraduates have the following feathers:(1) The degree of overall learning engagement of undergraduate is low, reflecting students inadequate investment in the actual study and life, the reason is mainly related to university quality evaluation tools;(2) The degree of academic challenge is low, because the students don’t study things well, study ways monotonous, study time and energy distribution and distraction;(3) The degree of experiences with faculty is low, mainly due to the existence phenomenon of maximize scientific research and neglect teaching, the separation of teach and manage;(4) The degree of high-impact practices is low, mainly due to less plan, less attraction in practice activities, less exercise in the comprehensive quality;(5) The score of self-assessment gains is high, mainly because "985 project" university student’s comprehensive quality and practical skills have certain advantages comparing to other universities, higher education students evaluating is higher than the others.Aiming at the existing problem of undergraduate learning engagement, this study puts forward to four solutions and suggestions:(1) Shift evaluation mode, establish student learning evaluation standard, including transforming form students-center education concept, setting up undergraduate learning engagement investigation system, forming undergraduate learning engagement assessment team;(2) Attach great importance to the academic cultivate, help students strengthen the study consciousness, including attempting to diverse learning methods, encouraging research-oriented curriculum learning mode, fostering learning-strategy comprehensive ability;(3) Advocacy teachers and students interaction, grasp teachers’ role permissions, including emphasising on teacher evaluation, realizing teach and research equally, irregularly launching teachers and students activities, ensuring the sufficient instructor team;(4) Encourage to participate in practices, the contents and forms of the activities emerge in endlessly, including making students career plan, riching the students’ activities experiences, broadening the students’ international vision.
