Class cadres are backbones of the development of a class, the indispensable assistants to the head teachers and the bridge and link between teachers and students. In daily life, class cadres are directly involved in the specific matters of class management,take on the responsibility of organizing activities, servicing classmates, sending messages as well as coordinating class affairs, and also they are supposed to help all the teachers keep track of the trend of the class development. A powerful class cadres team is the great basis of the smooth running of class work. It plays great role in promoting the construction of learning groups, strengthening the discipline management, creating the atmosphere of respecting teachers and working hard and forming the harmonious class atmosphere and the great class culture. An excellent class cadres team can contribute to the smooth running of each class affair. Thus they should be of higher level of Ideological consciousness, stronger sense of responsibility and ideas of overall situation than the average students.At present, there are still many problems in the construction of the class cadres group, such as the single way to elect class cadres and the unreasonable assignment of positions. Besides, some class cadres lay too much emphasis on the power, and their sense of service remains to be strengthened. How to promote the development of class cadres team effectively in high school is an essential part of class management.In this paper, I surveyed the students of three grades in No.1 High School of Weihai, choosing 50 head teachers and 1050 students randomly to do the questionnaire,besides I interviewed 6 head teachers, 30 students and some of the school leaders.I made a survey about the five questions existing in the construction of class cadres, ranging from the constitution and election of class cadres, the function, training and assessment of them. Then I analyzed the reasons for those problem from 7 aspects,including students’ improper awareness on class cadres, the unreasonable setting of the positions, the unreasonable way to elect class cadres, the dissatisfactory overall quality of the class cadres, the more outstanding feminization of the team, the single way of assessment and lack of enough trainings for the class cadres. I come up with the strategies of developing the class cadres team in high school from 8 aspects whichinclude instructing the construction of class cadres by Modern human resource management theory, enriching and optimizing the election of class cadres, promoting the reasonable setting and assignment of the positions for class cadres, adjusting the sex ratio of class cadres on the basis of real demand, improving the wisdom of formation and fusion of the team, promoting the quality of the class cadres on all aspects from multi channels, specifying the measures of training class cadres and making the assessment system more instructive. Furthermore, based on the current circumstances of the construction of class cadres team, learn the advanced practice both at home and abroad, combine the traditional class cadres system and Administrator system, set the system of Monitor on duty, add various groups and carry out the system of class volunteers.The research can improve the overall quality of class cadres, develop their comprehensive abilities including organizational ability, expression ability and interpersonal ability; the specific strategies for the construction of class cadres team,including the election, training, assessment of the class cadres, can provide reference opinion for those head teachers in ordinary department; according to the present circumstances that class cadres teams are usually managed by head teachers, whose theoretical level and practical experience are varied, we hope to arouse the attention of the Moral Education Department to make ordered and effective plan from the whole situation of the school and carry out related measures.
