With the development of knowledge economy.human resource have been the first resource of the economic and social development.among countries,the competition has evolved into the competition for talents,especially high-level talents.In order to attract high-level talents and improve the quality of talents team.local governments have also introduced the policies of high-level talents introduction because of lack of innovation and other issues,the high-level talents introduction policies are all ineffective.In the fierce competition for talents,and how to innovate the policies and improve the competitiveness of the high-level talents introduction policies,has become the focus of the regional government's talents introduction and an important topic of the public policy research.In this paper,the theory of human capital and encouragement theory as the suppport,the high-level talents policies of foreign and domestic typical city as a reference to analyze the existing policies of Linyi high-level talents introduction and found that the policies exist deficiencies around the standards of talents,preferential policy and policy publicity.The research shows that the lack of scientific theory and more policymakers,unscientific policy evaluation is the important reasons of these problems.From the perspective of marketing.regard the high-level talents as a "customer",treat the government as a "manufacture",so the policies of high-level talents introduction are the government's "product".Based on tth positioning theory.regard meeting the needs of local development and the high-level talents as thebasic principles,make improving the competitiveness of the policice as a center.the paler puts forward improving suggestions from policy ideas,policy making process.policity and cnvironment of policy implementation.
