Chinese economy has experienced the fundamental transformation two times since 80’s, namely, from the planned economy to the market economic system, from the extensive economic growth mode to the intensive type of change. The market economy is the inevitable choice of the Chinese economy, and the sports system is bound to change with it as the superstructure. So, sports system transforming from the planned economy to the market economic system, sports cause changing from extensive type to intensive type, are the basic ideas of China’s sports undertaking work, the only way for the development of sports in China, and the fundamental guarantee for the sustainable development of competitive sports.Although the sports system has already embarked on the market economic track, the sports management of our country still have a strong plan and economic color because of the "national system" which lasted for a long time and was deeply rooted. The sports system personnel allocation is also very extensive and less of quantitative scientific management methods and theories in the management process of basic qualitative analysis. As an important part of the sports system, Competitive sports is still the key of sports system in china. This paper intends to research human resources of competitive sports system using quantitative methods and taking JSTX as a case. This essay studies the human resource of sports system from the view of structural optimization and taking JSTX as a case to study the opitimized allocation of human resource in sports system based on its position contribution. The major works of the essay are as follow:This paper discusses the setting of the post contribution degree evaluation index in detail after discussing the concept, features, and evaluation principle of post contribution degree. This paper chooses 4 indicators, such as intensity, technology, working condition, working efficiency, etc., and 11 sub indexes on the basis of literature review, investigation and interview. The grey correlation analysis and AHP are used to analyze the setting of the post contribution degree evaluation index.This paper will eventually use the theory research to the human resources management of JSTX, the effect is remarkable.
