With the rapid development of economy, birth and neonatal mortality residents greatly reduced, population aging process is accelerating, the aging population will be a necessary stage of human society. Fifth census data show that China has entered the aging population in 1999. The Shandong province has entered the aging population in 1995, which is four years earlier than that of China. By the end of 2014, the elderly dependency ratio of Shandong Province was 16.1%, higher than the national level and the accelerating degree of aging in Shandong Province would lead to severe challenges. The study found that population aging in Shandong Province has some features:a fast growth rate, urban and rural areas significantly different, "empty nest phenomenon". And there is a big difference between the consumer attitudes, consumer ability, consumer demand of elderly people and that of young adults. Thus, with the percentage of the elderly population in the total population increasing, the consumption level and consumption structure in Shandong population as a whole will change.The first part is the introduction of this article. The content of this part mainly include the research background and significance of this topic; current research status in domestic and foreign; the research ideas and methods in the article. the main content and framework of the study in this paper; and finally describes the innovations and shortcomings of this article. The first chapter is the basic concept and theoretical basis. First, explain the related concepts about the aging population, consumption level, the structure of consumption; secondly, a brief summary of the theoretical basis used in this study which related to the consumption, including the Keynesian absolute income hypothesis, relative income hypothesis of Duesenberry, Fremont Friedman’s permanent income theory and Modigliani’s life-cycle theory. The second chapter is the status and characteristics of population aging in Shandong Province and consumption level and consumption structure of residents in Shandong Province. Summarize and analyze the amount of aging population and the proportion of aging population in 2001-2014, the total population compared with the growth elderly population of Shandong Province in previous census, the population over the age of cities in Shandong Province in 2010, and then according to 14 years data get conclusion that population aging is characterized by aging fast, significant regional differences, significant differences in urban and rural areas, "empty nesters" a significant increase in the number and so on. First, according to data in 2000-2014 about per capita consumption level of urban and rural residents in Shandong Province, analyze and compare, and then according to data in 2005-2014 of urban and rural residents per capita annual expenditure of eight categories of consumer goods, calculated each category of consumer spending in the proportion of total expenditure, and thus analyzed the status of the consumption structure of urban and rural residents in Shandong province. Chapter 3:Empirical Analysis about Shandong Province population aging has an impact on consumption levels. First introduce the basic assumptions and model of this chapter; Next, introduce the data source of the article; Finally, test the variable consumption function models about the age structure, and the introduction of standard consumption level for human consumption function model to validate the analysis. Chapter 4:Empirical Analysis about Shandong Province population aging has an impact on the structure of consumption. Making use of Correlation analysis method, research the degree of influence on elderly person over 65 for eight categories of consumer demand in Shandong Province from 2005 to 2014.Chapter 5:conclusions and countermeasures. Measures include:raising the consumption levels of older population, optimizing the consumption structure about the elderly population, reducing the degree of aging.
