Since Fine Arts Course Standard of the Compulsory Education(2011edition) and High School Fine Arts Course Standard(experiment draft) were put into enforcement in Sichuan province, great positive and profound changes have taken place,and a serial of achievements have been made. Compared with developed cities, ethnic minority areas is economically relatively backward, lack of information and education investment and teachers, etc. Therefore, author selected fine arts education in SichuanTibetan areas as the research topic. The aim of this thesis is to study problems existing in the implementation of basic fine art education in Sichuan Tibetan areas and catching up with counter plans.In this paper, on the basis of the fine arts curriculum standard and related art education theory, author investigated some teachers, students, parents and school leaders from 43 primary schools and 23 middle schools in Ganz and Aba areas by way of question naire survey, field interviews, literature analys is, classroom observation and so on. The contents of the investment were as follows: implementation of art curriculum,training and development of teachers, classroom teaching and evaluation, teaching resources and teacher allocation, school-based curriculum development and utilization,and so on. The main methodology was a qualitative study.Author summarized problems existing in arts education in Sichuan Tibetan areas as four aspects: education environment, teachers, classroom teaching, teaching resources and technology. Problems of arts education in Sichuan Tibetan areas are serious, which needs urgent reform and development. In view of these predicaments, author puts forward the following strategies: Reform and Development of Sichuan Tibetan art education should be started from people’s view to art education, enhancement of the importance of arts education, and implementation of evaluation as well as supervision mechanism for fine arts curriculum; Reform and Development of Sichuan Tibetan art education should also be started in comprehensive ways including supporting enough teaching material, teaching time, and curriculum resource; last but not least, it alsoshould be started from enhancing the construction of the teachers’ procession,strengthening their teaching abilities, improving the teaching evaluation system.
