In the increasingly severe situation of employment, secondary vocational education has become an indispensable force for Chinese education. However, the survival and the development of the private secondary vocational schools are still facing many troubles and problems. For instance, the quality of teachers relates to the quality of education. It’s also the basis of developing the private secondary vocational education. Therefore, the teacher team construction of private secondary vocational school should be strengthened. It’s the key to making sure these schools developing sustainably and healthily.In this article, teachers from 9 private secondary vocational schools are investigated by the questionnaires and interviews. And the present situations about the teachers of the private secondary vocational school in Harbin are preliminarily grasped. According to this investigation, we know the main problems, such as the unreasonable structure of teachers; the lack of backbone teachers; the lower benefits and the lower status of teachers; the backward managing mode; the lack of after school training mechanism, the lack of teachers’ professional development and so on.The reasons causing these problems are from the 3 aspects of institution, management, and individual. In the aspect of institution, private secondary vocational schools are difficult to get a fair treatment of the national and local policy. It causes the schools haven’t enough money to improve the teachers’ incentive mechanism. And the teachers are lack of motivation, because their rights and interests of all aspects are far from the public school teachers. In the aspect of management, private schools usually lead to “authoritarian” model when managing teachers. The schools are lack of post-career training for teachers, and the leaders pay more attention to the stability of the students rather than the teachers. In the aspect of individual, teachers of the private secondary vocational schools are always under a hard pressure, holding different duties. They lack the sense of responsibility and work enthusiasm, under the effects of employment mentality. At the same time, teachers lack the desire to doing better, and ignore the professional development. Also, it is difficult to improve their teaching quality.In order to solve the problems of teacher team construction in the private secondary vocational school, this paper puts forward some strategies. Firstly, in the aspect of institution, to improve the social security system for the teachers of private secondary vocational school; to encourage private secondary vocational schools to enrich teachers’ incentive mechanism, so as to improve teachers’ work enthusiasm; to strengthen government supports, so as to narrow the gap between private teachers and public teachers. Secondly, in the aspect of management, leaders should pay attention to the “people-oriented”, emphasize the development of teachers, provide post-career training for teachers, adjust the structure of teachers at the same time, and increase the fund of building teacher team. Finally, in the aspect of individual, teachers’ needs in different levels are met by a variety of incentives, so as to improve teachers’ professional identity. By the way of changing ideas, the teachers focus on their professional development initiatively.
