As new rural construction and the development of urbanization process are being improved in China, the rural-urban fringe zone is formed, which has many gaps compared with urban areas of the city, especially for schooling. Raising the level of rural-urban fringe schools’education in a relatively weak area contributes to the balanced development of education.Class is the basic organizational unit of school education and management.Therefore, the class management makes a big effect on school education. To improve the level of class management is also the key point for achieving a balanced education.With pupils of Grade one to Grade two from six primary schools of Yuquan district urban-rural fringe as the research object,this paper has obtained a certain understanding of class management in primary schools’ lower grades by using the methods of literature research, questionnaires, interviews and so on. Based on this, the article analyzed the problems and found the causes of these problems. Finally, referring to the existing research results, the paper puts forward the corresponding countermeasures and suggestions combined with the characteristics of students in urban fringe of Yuquan district in Hohhot.We hope to do a useful attempt to improve the status of class management in urban-rural primary school. Furthermore, it is expected to provide operational classroom management methods for fringe elementary school and to provide a theoretical basis for the classroom management in urban-rural primary school.
