| In 2014, the state council executive meeting adopted public institutions personnel management regulations(draft), which points out a transition of a batch of ordinary undergraduate colleges to universities of applied technology. After that, relevant scholars present more and more research results. And the word—transition—also fires up. Which exactly schools need to be in transition? What is the university of applied technology? These problems caused a lot of attentions. The independent colleges conformed to the trend of popularization of higher education as a special product in the 1990 s. But they gradually appeared some formidable obstacles after more than ten years of development, such as running schools in a vague position, single teaching mode, weak competitiveness in recruiting students, low employment rate and so on. Especially after the 2011 National Statistical Report on the initial employment rate of college graduates announced, independent colleges low employment rate stimulates organizers’ eyes directly. Data gaps had to prompt independent colleges to seek a new way compared with the "985", "211" and other institutions. The raise of university of applied technology brings light to independent colleges. Therefore, the transition to the university of applied technology is imperative for most independent colleges.The paper uses literature research and comparative analysis to comb the development course, advantages and disadvantages of independent colleges on the basis of summarizing the previous theoretical results. Then it analyzes the realities of transition to the university of applied technology. Firstly, the paper clarifies the related concepts including independent college, the university of applied technology, transition and transformation. Secondly, it analyzes the reasons of transition of independent colleges, including internal and external causes. Thirdly, it analyzes the target of the transition,including the connotation of the university of applied technology, characteristics and common orientations of the two. Finally, by referring to domestic and foreign experience the paper proposes some recommendations of transition which need three principal parts(the government, industry enterprises and universities)to achieve.The construction of universities of applied technology is the need of accelerating economic and social development especially transforming economic development pattern. Also it is the need of deepening the reform of higher education,constructing modern vocational education system and meeting the people’s need for lifelong learning. Therefore, the transition of independent colleges to the universities of applied technology is a right move, which has broad and bright prospects. |
