From the implementation of the full-time compulsory education English curriculum standard(experiment draft) in 2001 to the implementation of the 2011 version of the compulsory education English curriculum standard, the fundamental education English curriculum reform has gone through more than ten years. With the advancement and implementation of the English curriculum standard,many cities and regions basing on the requirements of the English curriculum standard bring about a series of changes and reforms such as teaching methods,teaching strategies, teaching evaluation and so on in local schools. Scholars have shifted focus on the study of the English curriculum standard from studies on the interpretation of the curriculum standard to studies on the situation of the implementation and enforcement of English curriculum standard in actual classroom teaching. Whether curriculum ideology and curriculum goal system of the new curriculum standard will be implemented and executed well or not, it mainly depends on whether front-line teachers convert the requirement of English curriculum standard into English teaching in class. Then the key factor of the transformation is that It should adjust measures to local conditions in combining the education ideas of curriculum standard with English teaching in local area. There are actual problems such as the multicultural blend, the complexity and diversity of different areas, the teachers’ troop construction that need to be promoted and so on in the southern Xinjiang. In the course of putting the 2011 version of the compulsory education curriculum standard into effect, we will need to start from these practical problems in the region to delve into the implementation of the new curriculum standard.Basing on the text of the 2011 version of the compulsory education English curriculum standard and taking some as examples for elementary schools in the city of Kashgar, this study has investigated current implementation situation of primary school English curriculum standard in the city of Kashgar by methods such as questionnaire, interview, classroom observation and so on.Survey results show that the implementation status the English curriculum standard in the surveyed three elementary is not very ideal. Teachers lack of a better understanding and thinking forcurriculum standard. Teachers are not based on standard in the teachers’ teaching level.In the aspect of students’ comprehensive language using ability, students’ comprehensive ability is ordinary, and Students fail to fully achieve the result that curriculum standards required. The emergence of the above problems depends on lots of factors. For example, curriculum standard text printing is less and Curriculum standards are not detailed enough in the interpretation of curriculum standard level. In the teaching implementation level, the implementation of the English curriculum standard suffer the influence such as teachers’ professional identity,the master degrees of teachers’ teaching philosophy and the degree of interaction. There are effects on interests and hobbies, learning strategies, cultural awareness and directional evaluation in student learning level. Therefore, some strategies that school and education administration should attach importance to training of teachers’ curriculum standard, develop English teaching basing on the curriculum standard, and strengthen the construction of primary school English teachers can effectively cope with the reality that the implementation effect of curriculum standard is poor in City of Kashgar.
