Education fair is the starting point to realize social justice. China’s urban and rural education resources and service level gap is still larger, so, to promote the urban and rural education services equalization is imperative. The important way to narrow the gap between urban and rural education and balance urban and rural development is scientific allocation of urban and rural education resources in urban and rural of Luoyuan county,In order to promote the equalization of compulsory education, this study uses justice theory, public goods theory as the instruction. Firstly, from the subjective aspect, the research is used the form of questionnaire survey to find out the cognition of teachers in urban and rural areas about the allocation strategy of compulsory education resources between urban and rural areas in Luoyuan. The result shows that, most of the teachers approved the steps government has taken, but the gap cannot be narrowed in a short time only by financial adjustment and the political leanings. Secondly, from the objective aspect, the research analyzes the allocation situation of compulsory education resources between urban and rural in Luoyuan in 2004-2014 from the aspects of educational investment, educational condition and teacher resource. The result shows although taking a series of steps, the misallocation of compulsory education resource is still existed, such as the misallocation ot the educational appropriations, the conditions of schools, the structural differences in teacher resources are still large. There are mainly four causes of the situation of compulsory education resources in urban and rural of Luoyuan:the concept, economy, student source, development prospect of teacher. In the last part, the research analyzed and compared the seven allocation strategies (Teacher Flow System, The Rolling Quotas of Key High School, The School Bus System, Educational informationization, Multi-school enrollment policy, School Voucher, The Increment Adjustment of Education Funds), in order to choose the most suitable one for Luoyuan. To sum up, the most important way to balance the compulsory education resources in urban an rural areas is keeping the balance of financial resources, material resources and the human resources. The most suitable allocation strategies of compulsory education resources are changing the educational concepts, balancing the economic development, exploring the school development, optimizing the development prospect of teachers in rural areas and so on.
