The teachers’ professional quality and capacity would affect the education quality and the students’ development. With the rapid progress of the society and economy, the vocational education attracts the attention by more people. The current education has new requirement to the teachers who are the education carrier and performer. Nowadays, the secondary vocational school developed quickly, but it still has many problems. After the "order-type education" popularization, the professional high quality of the teachers is essential. Therefore, we should base on the effective policy, sufficient financial investment and continuously development of legal to improve their quality. It is the biggest challenge of the vocational education that the improvement of teachers’quality and the transferring to the "double-quality teacher".The author collects relevant literature widely through literature extensive collection. Then the research starts from a specific secondary vocational school of Baotou. There are nine majors in this school which include six to conduct the "order-type education" to arrange the graduations. This research is "point replacing surface" to disclose the truth of the secondary school teachers ’current condition. Then the author try to find the problems and causes which purpose is solve them.The study includes the following six chapters:Chapter one:introduction. It describes the research background and theory. Chapter two:It the beginning of the main part. It includes the main definitions of this thesis, such as the secondary vocational schools, teachers in the secondary vocational schools, "double-quality" teachers, and the "order-type education" which related to the "double-quality". Chapter three:the background and current situation of the "double-quality teacher".Chapter four:analysis the current problems and causes about professional development of teachers in the secondary vocational schools. Chapter five:compare with Germany and USA which more the developed vocational education country to find the worth experiences to improve ours. Chapter six:line up the strategy of the secondary school teachers’development from the policy, financial and legal sides. Conclusion:summarize the research process and conclusions, and points out the shortcomings of this study.
