As one of the most important parts of China's Education, Secondary Vocational Education holds the responsibility to nurture millions of skillful workers of high quality for Chinese Modernization Construction. However, in recent years, the Secondary Vocational Education in China has got into dilemma because of the difficulty of recruiting students.The thesis, taking Suzhou Light Industrial School as an example, classifies three aspects of current difficult situation: 1. the decrease of the number of students; 2. the setback of the quality of students; 3. the tougher competition of students recruitment among different schools. At the same time, the thesis, through analyzing the external factors like economy, politics, and culture and the internal factors like the ill development of the school itself, puts forward corresponding suggestions on solving current difficulties: 1. to build diversified investment system integrating government, enterprises and society, 2. to create new systems of running schools, 3. to improve the disadvantageous cultural environment of recruitment, 4. to deepen the internal system reform of Secondary Vocational Education, and 5. to persist in employment-oriented policies and improve "recruitment" through "employment".Based on the latest materials, especially materials after 2000, the author applies knowledge and theories from subjects like Public Sector Economics and Management Science to analyze current situation and give corresponding suggestions through both qualitative and quantitative analysis. In terms of creativity, the major achievement of the thesis lies in four aspects: 1. regarding the enhancement of vocational training as one of the most useful channels to expand recruitment, 2. regarding the integrative management of Secondary Specialized School. Vocational High school and Technical School as one of the most effective strategies to improve the resource of Secondary Vocational Education, 3. regarding the connection of Secondary and Higher Vocational Education as the model of further reform and development, as well as the future research direction, and 4. persisting in the policy of improving recruitment through employment. In conclusion, the author points out that the recruiting difficulties which the Secondary Vocational Education has encountered currently are only temporary and it will surely get out of the difficulty and become flourishing. |
