With the advancement of school elementary education informationalization,primary and secondary school teachers’ ability of information technology application has become the focus of education technology. In October,2013,the Ministry of Education issued the "Ministry of Education’s Opinion about the Implementation of the National Primary and Secondary School Teachers’ Information Technology Application Ability Promotion Project",which points out that we should standard system,training course criteria and the assessment guidelines for establishing teachers’ information technology application ability,effectively lead teachers to study and apply informational technology,standardly guide them to construct resources, implement training,carry out evaluation, and promote applications.Through scientific and systematic evaluation on teachers’ ability of information technology application,we can timely diagnose issues in the process of the application of information technology, and provide basis for the school and regions to formulate teachers’ training plan and school information development plan,so as to guide and promote the teachers to efficiently use information technology.Based on the understanding of the connotation and related policies of the information technology application ability,the study applies literature analysis method,the teachers’ information technology application status at home and abroad and the existing researches on evaluation of teachers’ information technology application ability are analyzed,then uses factor analysis method to build a "interpretation structure model for primary and secondary school teachers’ information technology application ability factors and affecting",and finally combines primary and secondary school teachers’ information technology application status in Ningxia,using the Delphi method to build the "evaluation index system for Ningxia’s primary and secondary school teachers’ information technology application ability".In order to guarantee the validity of the index,based on the empirical research, the study tests the reliability and validity of evaluation index system,finds out its problems,and then further perfect the index system to form a complete,scientific,specific and operational evaluation index system for Ningxia’s primary and secondary school teachers’ information technology application ability.
