With the society entering the 21st century, information technology at an alarming mounting rate is changing people's way of life and learning, in addition, bringing new educational opportunities and challenges. Ability of Information technology application is one of the main ways of modern educational technology, the key is to improve teaching resources integration, processing, reasonable application. Our nation's education informatization and modernization to be fully covered, the difficulty lies in the agricultural and pastoral areas.This article based on "Teacher Information Technology Competency Standards for Primary and Secondary Schools (Trial)", use southern of Gansu middle school teachers information technology applications for the study, having studied through literature study, questionnaires, interviews and other methods. According to the relevant statistical data analysis and presentation of results of the survey, summarized the factors present situation of Gansu southern middle school teachers' information technology applications and information technology applications teachers existing factors and problems. The result is to carry out rationalization proposals to local conditions of information technology application training in the region, and in charge of information technology application departments provide some help and reference value.This article consists of six parts. Part I:Introduction. This part is the research background, purpose and significance into the details of. The second part the status of teachers information technology application at domestic and foreign were reviewed, and has defined the related concepts. The third part focuses on research methods and questionnaire design, interprets Teacher Information Technology Competency Standards for Primary and Secondary Schools. The fourth part, analyze the condition of Tibetan middle school teachers information technology applications ability in southern of Gansu, from technological literacy, planning and preparation, organization and management, assessment and diagnosis, learning and development these five aspects, find out the gap in the existing "standard capacity" of each dimension index requirements, propose existing problems of Tibetan middle school teachers information technology application ability. The fifth part, from the analyzed gaps and problems, according to strengthening the teachers innovation construction, improving teachers technology literacy based on local conditions, strengthening the software and hardware information resources construction, strengthening the teacher's own learning and development, increasing teachers' current information technology application ability training condition, etc. Carry out the corresponding countermeasures and suggestions. The sixth part is the conclusion of this article and prospect of follow-up study.
