In 2012, the General office of the State Council forwarded the file--- Human resources and social security ministry, Ministry of Finance and SASAC’s opinion about strengthening the enterprise skills talent team. It proposed that enhancing enterprise skilled talents building of the contingent, forming contingent’s development echelon of the enterprise’s junior, intermediate, high skilled workers and the structure nucleated of basic structure reasonable. Let the scale, structure and quality of skill talent content the upgrade industrial structure requirement and enterprise developing requirements better. High-skilled talent is the important force of improving enterprise’s innovation ability and production efficiency, pushing the transformation and upgrading of industry and economic growth. At present, our country’s high-skilled personnel training mode still has many problems, for example, the quantity of high-skilled talent is insufficient, the quality is still improved and so on. As a big city of national human resources quantity, Guangdong has worked hard at improving the quality of human resources and training high-skilled talent. Nowadays Guangdong is in the stage of transformation and upgrading of economic and social needs, but the insufficient of high-skilled talent training restricts social economic sustainable development.There are few papers about researching Guangdong high-skilled talent management, so this paper will take Guangdong high-skilled talent as a whole, further study the topic through the following methods, for example, document analysis, empirical analysis, comparative study, public administration and so on. This paper will analyze the questionnaire through four categories--- government, enterprise, industry and personage. It points out the main constraints of Guangdong high-skilled talents include that the government does not invest enough capital in talent management, that the functional government departments do not have enough expression power in the course of talent cultivation, that the government lacks actions to deal, that the enterprises and institutes lack initiative, that the government lacks multi-talent evaluation system and lacks guidance and that the society is badly affected by traditional concepts.In the end, the paper proposes some relevant countermeasures and suggestions, including to exert the function of government departments, to cultivate high-skilled talents; to change traditional incentive mode, to provide platform for high-skilled talents; to improve evaluation system and promote high-skilled talent management; to improve the social status of high-skilled talents and to create a social atmosphere which treasures talents. The author believes, after continuous improvement and reformation of the high-skilled talent management function by Guangdong government, maximum high-skilled talents will be cultivated and Guangdong high-skilled talent resources will be fundamentally developed; what’s more,employment will be promoted and it will make contributions for the national development.
