Premier Li Keqiang in August 26,2015 presided over a State Council executive meeting proposed, the most important educational resources is not a building, not a desk, is a teacher". The allocation of compulsory education teachers directly determines the allocation level of compulsory education resources and the quality of education and teaching. Since the reform and opening up, our country has put forward the strategic goal of promoting the balanced development of compulsory education in the basic realization of the nine year compulsory education. At this stage, the imbalance of compulsory education resources has become a concern of the people’s livelihood. Teachers and other human resources are the basic and first resources of education development, and it is the key factor to promote the balanced allocation of compulsory education resources, and become the premise and foundation of promoting the comprehensive development of compulsory education in China. The unbalanced distribution of teachers in compulsory education in our country is mainly reflected in the huge gap between urban and rural areas. Therefore, promoting the balanced allocation of compulsory education teachers in our country is to strengthen the construction of rural compulsory education teachers. The government as the main provider of basic public service, optimize the rural compulsory education teacher resources is its own work.This study firstly based on a theoretical basis, Qianjiang City, Hubei Province, implementation of the "compulsory education teachers’team construction projects" of longitudinal combing the history, from the quantity and quality of two variables is 2010-2014 Qianjiang City rural compulsory education teachers troop construction situation, observation of Qianjiang City in the implementation of the national compulsory education teachers construction policy innovation and flexibility, the development of the rural compulsory education teachers, and summarize the experience. Then combining 2014 Hubei Qianjiang City Board of education statistics, in accordance with the city, township and villages are divided into horizontal comparison, analysis of three parts in the allocation of teachers in compulsory education gap and the change tendency of the quantity and quality of two variable selection and analysis the existing problems and their causes. Based on the above analysis, this paper, taking Qianjiang city as an example, summarizes the construction of the rural compulsory education teachers in the county, and puts forward the corresponding development path.This paper is divided into four parts:The first part is the introduction, from the current our country urban and rural compulsory education teacher resources allocation of non-balanced reality and analysis strengthen the origin of this study, then from the party and the state to strengthen rural compulsory education teachers troop construction of national strategy to explain the research significance, finally from the overall introduced the study of analytical thinking and research. This study basic from two angles of the history of the vertical angle and regional comparison according to Statistics Education Bureau, Qianjiang City, Hubei Province specific analysis the beneficial practice in strengthening the rural compulsory education teachers’team construction and existing problems. To this end, this research mainly adopted three research methods:empirical research, literature review and comparison.The second part introduces the concept and theoretical research of this paper. Firstly, the paper defines the compulsory education, the teachers and the rural group concept of core concept, then explains the theoretical basis for the study, finally from three aspects of the empirical research of our country compulsory education teachers’team construction of overall research, Division of urban and rural compulsory education capital research on the balanced development of the county domain compulsory education balanced allocation of teachers of academic existing research review analysis, by means of reviewing the research found the subject of this study that county rural compulsory education teachers troop construction research.In the third part, the author combs the measures and achievements of the construction of rural compulsory education teachers in Qianjiang city. Since 2010, Qianjiang City through continue to improve the overall management of the city’s compulsory education teachers’team and reasonable allocation mechanism, the perfect supplement to the city’s compulsory education teachers’ team, communication and training mechanism, safeguard the city’s compulsory education teachers wages and benefits, the measures for the administration of the reform of the whole city compulsory education school principal, not only reduce the rural compulsory education teacher-student ratio, and optimize the structure of the teachers staff of the rural compulsory educationThe fourth part analyzes the problems and causes of the rural compulsory education teachers in Qianjiang city. Based on the theory of the educational fairness from the perspective of urban and rural compulsory education balanced development of teacher resources, in the number of teachers and students of teachers of compulsory education in rural areas of Qianjiang City than and quality structure of the ratio of city and township compared there is still a certain gap. At the same time, the rural compulsory education teachers have serious problems. Qianjiang City non balanced urban and rural compulsory education teachers, the urban-rural dual structure is the fundamental reason, the key school construction become historical reasons, economic reasons in the wages and welfare treatment, the flow of teachers is the direct cause of the big gap between urban and rural areas.In the fifth part, based on the analysis of the choice to strengthen the county rural compulsory education teachers’ team construction of the Road King:strengthen county government in urban and rural area compulsory education teacher resources allocation of responsibilities; improve the county compulsory education teacher resources, interaction and mutual development mechanism; construction of county level compulsory education balanced allocation of teacher evaluation.
