| The balanced development of compulsory education plays an important role in promoting rural economic and social development,education and poverty alleviation,and building a well-off society in an all-round way.The equalization of urban and rural social welfare plays an important role in promoting the balanced development of compulsory education in urban and rural areas.At present,our country is in the key stage of building a well-off society in an all-round way and getting rid of poverty,and the key points and difficulties in tackling poverty are in rural areas.However,due to the location of urban and rural areas and access to different resources,resulting in the uneven development of compulsory education between urban and rural areas.In order to realize the balanced development of compulsory education in urban and rural areas,the construction of urban and rural teachers should be placed in the same important position.In June 2015 the State Council issued the "plan to support rural teachers(2015-2020)"(Guo Ban Fa 2015 No.43)Notice,to take effective measures to strengthen the remote island remote poverty-stricken areas of rural teachers.The State Council is in July 2016 issued the "State Council on a number of opinions within the county to promote co-ordination of urban and rural compulsory education integration reform development"(Guo Fa 2016 No.40)clearly put forward to achieve the balanced development of compulsory education and the education of urban and rural basic public service equalization "target.The construction of teachers’ team is closely related to the level of teachers’ welfare.To strengthen the construction of urban and rural teachers,it is necessary to implement the equalization of urban and rural teachers’ welfare.X county is a poor county agricultural population in Henan province of China,on the stage of compulsory education in X county urban and rural teachers social welfare equalization,can provide certain reference for the stage of compulsory education in China and other counties of urban and rural teachers social welfare equalization.Based on the literature analysis,empirical analysis method,based on human capital theory,Maslow demand theory and education theory as the instruction,on the stage of compulsory education in X County of Henan province urban and rural teachers social welfare status of the investigation and analysis,find out the existing problems of social welfare of urban and rural teachers have all aspects of the work environment and occupation gap: the promotion and development of occupation;contrast;leisure relative imbalance;social status disparity.And these problems,put forward countermeasures to realize the equalization of rural teachers: wage system reform;strengthen rural teachers’ work and occupation environment construction;increase rural teacher training opportunities;rich amateur life of rural teachers;strengthen rural teachers’ Humanistic care.In order to provide a reference and guidance for X county and even more counties to solve the social welfare equalization of urban and rural teachers in compulsory education stage. |
