In the 21st century under the background of a new round of curriculum reform in our country, the ministry of education issued new "the basic curriculum reform outline" and "the fine arts curriculum standard" is the new request for junior middle school art education teaching. In the implementation process, people gradually realize that without the support of curriculum resources is impossible to realize the new curriculum idea and goal, development and utilization of local cultural resources has become a kind of innovation. China has a splendid culture of five thousand, the rich cultural resources are distributed in each region, these precious resources should be art teaching in junior middle school stage should be fully used, and dig out the proper teaching content, to meet the cultivation of students’ quality education.This thesis, local cultural resources refers to the characteristics of the westward journey of cultural resources in lianyungang, mainly around the art teachers how to development and utilization of west culture resources in lianyungang combined with junior middle school fine arts teaching studies. Through the way of investigation and interview, insight into the status quo of the cultural resources and its exploitation and utilization in lianyungang, in view of the west culture resource collection, the author mainly from natural scenic resources, humanities landscape resources and classifies the visual image resources from three aspects. Development and utilization of the need to follow some principles, which can be based on students as the principle, principle of resource integration, personalized off principle, comprehensive principle, and USES the class inside and outside practice, research, and school-based art teaching pattern to development and utilization of cultural resources.By using summed up the general steps of the cultural resources development and utilization of Chinese and the west cultural resources into the art of classroom teaching in junior middle school, design the most feasible teaching cases. Finally, the west culture and the integration of junior high school art teaching to generalize the research process and practice.The author thinks that, perfect the research takes the theory and practice, after practice reflection process is also very important. The author will continue to work hard, strive for innovation in studying this field.
