With the continuous advancement of the basic education reform and the comprehensive popularization of preschool education, the development and utilization of kindergarten curriculum resources has received increasingly widespread attention from experts, scholars and front-line teachers. As the main content of the research on basic education curriculum reform, the development and utilization of curriculum resources has gained early achievements in the construction of the three-tier curriculum system. As a typical curriculum resource, local culture, characterized by integrity, uniqueness and affinity, has far-reaching educational significance for the full and harmonious development of preschool children' personality and if developed and applied to the existing kindergarten curriculum, it will become an important and integral part of the kindergarten curriculum.This study expounds the content of the local culture and its education value on preschool children in Anshan and Taipei through literature method, observation method, interview method and comparative method and makes comparison of the local cultural curriculum resources development and utilization in Anshan and Taipei from content selection, approach and specific cases of curriculum resources development and utilization. Though, without such rich cultural heritage like Taipei, Anshan, as the third-tier city in China, has its own unique cultural resources. As for local cultural curriculum resources development and utilization, Anshan is still exploring and learning and only achieves a simple integration of local culture. The teachers' consciousness and ability of local cultural curriculum resources development and utilization in the kindergartens are relatively weak. Taipei has rich local culture curriculum resources and teachers in the kindergarten also attach great importance to the influence of the local culture's educational significance on preschool children. The development and utilization of the local culture curriculum resources takes on a more comprehensive and universal tendency and some kindergartens have already formed a unique local culture curriculum. The comparison of the development and utilization of local culture curriculum resources in kindergartens of Anshan and Taipei and the reason analysis enable kindergartens in Anshan to identify their development status quo of the curriculum, learn from the ways and channels that Taipei kindergartens have applied to develop and utilize the curriculum resources and in the meanwhile provide practical operational thinking for the kindergarten curriculum resources development and utilization of those regions rich in local culture to better achieve the objectives of the curriculum.
