Education reform has been a hot topic studied by people. A successful education reform depends on teachers’ participation. Only when the teacher identity the concept of reform, involved in the process of reform, become the reform actors, can they achieve the objectives of the reform. Since then, our country has implemented centralized leadership. Education reform often depend on the state administrative force,the teacher as the main executor of education often become "perform", and has no chance to decide what he is going to do. This education reform is not the real change. Teachers don’t participate in reform, always wandered the reform edges, which make it difficult to achieve the reform success.In order to change teachers’participation paralysis, make teachers to participate in the reform,do the initiative implementers,exert their potential. We need to have a knowledge of the reality of teachers participation, analyzes the reason of teachers resist education reform. We must to know teachers’complicated psychology to participate in education reform and the organize implementation of the complexity. In order to help leaders to solve the plight of teachers participate in the reform. These are the focus of this study.In this article, we through analysis of related literature, induction and draw lessons from some examples about successful education reform in foreign country. We try to put forward the optimal participation ways, to make teachers better participate in the reform, and promote the success of reform.There are four parts of this article:Part one is the reasons of teacher resistance to participate in reform. Based on the background of new curriculum reform, we according to the situation of teachers’participation in reform, in-depth thinking about the teachers resist to participate in education reform and analyze why teacher resist reform.Part two is the complexity analysis of teachers in education reform. Teachers participate in the process of educatioon reform is complicated. Teachers’lack of skills for managing group dynamics and resloving conflict. Quite apart from governance, trying to building collaborative opportunities make teachers’life complexity. It is easy to formalization in the process of participation and prone to some false authority.All of these are the reasons make the teachers participating in education reform hard to achieve.Part three is teachers participate in education reform is not inconsistent with top-down leadership. Teachers participate in education reform need the top-down leadership. Education reform advocates the participation and authorization, doesn’t mean completely decentralization to teachers, and teachers can do everythings what they want to do in reform. In fact, the real participative leadership is a binary leadership.That is say, it needs teachers’ participation and leaders lead,not only promote participation. Leaders play an important role in the education reform. Teachers participate in education reform negativism and complexity need leaders, education reform can not smoothly without a leader. True leaders could according to the actual circumstances of the reform and let teachers optimal participate in reform, which is advantage to the reform.Part four is the optimal ways to bulid teachers participate in education. According to the analysis of the specific conditions of the teachers’participation in education reform, combining the reform actual situation in our school,we put forward the optimal ways to bulid teachers paticipation. So that leaders in the process of school reform can offer a variety of ways to make the teacher wanted to take the initiative to participate in education reform, the real realization of participation and cooperation, promote the development of reform.Whether teachers paticipate in the education reform or not, is directly related to the success of reform. Only when we recognize teachers participate in education reform the status quo, solving the problems for the teachers to participate in the reform, can we make the reform smoothly implementation. Otherwise, it is difficult to have a effective on education reform.
