Along with development of information technology and the deepening of educational reform, Information teaching ability has become a new trend of teacher professional development and teacher quality promotion. Information teaching ability not only affect the quality of teaching, but also indirectly affect the student’s growth and study. So in the information age, how to improve their Information teaching ability and adapt to the changes of education information, which is a question and should be deserved being thought.Through reviewing the current research situation, find that previous studies of information teaching ability limit to Professional Development, what’s more, the scope of study is very wide, including knowledge structure, stage of development, training mode, promotion strategies etc, but it is not enough on the depth and systematism of itself; The second, although there are empirical Research in the previous studies, but mostly based on Subject-specific expression of experience or Imagery analysis, pertinence and operability is not strong. So this paper study the information teaching ability from the perspective of constructing information teaching ability evaluation index system, on the basis of the structural elements of the "primary and secondary school teachers’ educational technology ability standard(Trial Implementation)" and the information teaching ability, and methods of interview and questionnaire,Combination of theory and Practice, it has a certain operability to improve the teaching ability of teachers.The paper uses literature research, interview, questionnaires and other research methods to gather information to define the core concepts. Information teaching ability is that teacher use Information technology and resources to design and carry out teaching activities in information technology environment,finally optimizing classroom teaching and promoting students’ development. Then on the basis of two theories(Babanski’s teaching optimize,Constructivism) to collect comprehensive information, and on the basis of the structural elements of the "primary and secondary school teachers’ educational technology ability standard(Trial Implementation)" and the information teaching ability. Finally, constructing the pre evaluation index system.The main content of the study is combined with the self compiled questionnaire and teacher interview outline, revising and perfecting the evaluation index, and finally building the evaluation index system.The present thesis is conducted in three step:the first step, according to the pre evaluation index system, Compiling questionnaire, releasing and recycling, using SPSS19.0 to distill the indicators of different levels and name the indicators; the second step, according to the results of the first data analysis and interview data, revising and improving the questionnaire, and finally the whole index system comprises 3 levels, with 3 indicators in level one, 9indicators in level two and 35 indicators in level three; the third step,the weigh table of information teaching ability index is designed according to the final index system.Then using matrix paired method to calculate the weights of different indicators of the levels and finish the construction of the index system.
