This paper reports on the systematic study on the digital education resources construction program, which is an important strategy balancing the basic education resources development in the minority areas in China. In addition, the study focuses on the concept of the program.Since the Education Informatization Ten-Year Development Plan(2011-2020) was issued, the deploying digital education resources in all teaching school program, public service platform for the bilingual education digital resources, and together with some other programs have been overall built in the primary and secondary schools across the minority areas in China. It has been the priority of the most important in building the education informatization public service system to develop and send digital resources to minority areas via satellite and the internet. With the evolution map of the concepts of digital resources construction and application in minority regions in China, this paper attempts to answer the following questions: first, how does the concept Integration! come into being? What#s its influence? Second, what achievements did the fusion! concept bring to the digital education resources construction and application? Third, what shall the digital education resources construction in minority regions serve to?By going over the existent research literature, this paper attempts to tease out the logical relationship among slogan-like concepts, namely Integration!, Eastern regions resources used by western regions!, Building databases in east and networks in west!. Next, based on the field study in western Yunan province, northern Sichuan province, southeastern Guizhou province, and other regions, this paper analyzes every problems appeared in the basic stage of the digital resources application of the basic education field in the minority regions. As for the idea, Deeply integrating information technology and education and teaching!, which is being promoted and wildly practiced, this paper mainly takes the minority schools in Yunnan province as typical cases to investigate teachers# participation in Share course! and how they are doing in developing the Generative resources! in primary and middle schools in minority regions, using the participant observation method. This paper also discusses, in the perspective of Integration!, how to enrich the digital resources which can satisfy the diverse demands on education, and how to develop the personalised learning based on every unique individual, etc.Research has found out that, by virtue of the implementation of Complete distribution of quality resources to all classes! and Full coverage of digital education resources in every teaching center!, digital resources are expanding among schools in minority areas in a remarkable speed, which has alleviated the pressure of faculty shortage to a certain extent. Quality and generative resources, however, are still insufficient, while the need for schools in rural is greater than the urban district. As influenced by the concept of integration, in the basic stage for digital resources# application in the basic education field of minority areas, the educational resources show endemic problem as transferred from eastern schools; also the introduced resources are in severe idle conditions. A concept of technology prioritization is rampant. Information technology and teaching practice have become two irrelevant aspects. As a result, the related practices haven#t brought any changes in the teaching method. Despite the fact that the Fusion concept! is being promoted and practiced, the lack of support from first language and study material of mother tongue, added with the dyslexia and difficult expression, the fusion of technology has been caused with some hindrance.This paper holds the view that the teaching method of technology prioritization is only capable of enhancing the transmission efficiency of quality educational resources, whereas it cannot train minority students# abilities of understanding, communication and exchange under multi-cultural contexts. The introduction of fusion concept is becoming a significant concept in the digital resources development for minority regions. Nevertheless, the concept of digital resources construction for minority areas still needs to be clarified from the following three aspects. First, based on the stand as established by symbiosis education, the digitization building for minority cultures and native language resources must be reinforced to realize the supplementary pattern between the Introduced resources! transferred from eastern or urban schools and the local schools# Generative resources!. Second, reveal the concept nature of the Deep fusion among information technology, education and teaching; propose the infusion of technology; regard resources as the teaching aids; take advantage of technology to construct personal understanding, then solve practical problems. Finally, with the premises of caring for individual lives, accomplish the primary purposes of what defines humanity and fulfill the value pursuit of education; highlight the execution of meaningful education for minority faculties and students in real life circumstances.
